Description

Network Infrastructure IDIQ Cable pulls and Accessories Installation Services VA Medical Center Sheridan WY, 82801 This is a five-year IDIQ (Indefinite Delivery Indefinite Quantity) solicitation / contract for labor. All materials/supplies will be provided by the VA. Minimum Guarantee for this IDIQ is 40 Labor Hours Maximum for this Five-Year IDIQ is 40,000 Labor Hours The contractor shall provide all labor, personnel, installation equipment, testing equipment, tools, supervision, and other items necessary to provide cable pulling and new cable installation (to include accessories installation) for our on-site Communications Systems located throughout the Sheridan VA Medical Center facility and as defined in this Statement of Work (SOW). 1. WORK TO BE PERFORMED: Remove old cabling and install various types of new cabling and associated components as required per Telecommunications and special Telecommunications Systems Design Manual and compliance with Building Industry Consulting Service International (BICSI). Install cable trays, per Industry and VA standard, as needed per installation location. Attention to VA standards in regard to where cabling is not to be installed is required. Installation to occur Monday - Friday, 7:30am - 4pm MST. Any work performed outside of these hours must be agreed upon in advance by contract COR (Contracting Officer Representative). This Facility observes all Federal Government recognized holidays (existing and future). Task order(s) list will be sent to the contractor, at a minimum, one (1) week in advance of requested work. Installation will require a minimum of two (2) installers with no more than two (2) installers unless agreed upon in advance by contract COR (Contracting Officer Representative). o All services for this contract must meet manufacturer performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), Joint Commission (JC), and VA Regulations, American National Standards Institute (ANSI), Electronic Industries Alliance (EIA)/ Telecommunications Industry Association (TIA), and Building Industry Consulting Service International (BICSI) Telecommunications Distribution Methods Manual (TDMM). VA has adopted the National Fire Codes (NFC), except NFPA 5000, published by the National Fire Protection Association (NFPA). o The Contractor shall read and be familiar with the most current editions of the applicable codes, standards, and guides and manuals. Sources can be accessed at the Office of Construction and Facilities Management's Technical Information Library (TIL) (http://www.cfm.va.gov/TIL). o Installation schedule does not include time for mobilization requirements of contractor. Mobilization is to occur outside of installation schedule and any cost associated to travel to the job site is not billable. List of items or services to be installed by contractor per this agreement: o Coax Ethernet cable, plenum rated, Cat 6A and extenders as required (Shielded and/or unshielded) o Coax Ethernet cable, plenum rated, Cat 7 (all types), as required. o Twisted pair cabling as required o Copper backbone cabling as required o Cable trays for communication systems as required o J- hooks as required o Test, identify, and label abandoned Wiring as required per Sheridan station standard provided. o Remove abandoned wiring as required o All cabling shall be plenum rated and installed per conduit or cable tray observing regulatory maximums. o All cabling shall be 100% copper certified for speed and tested upon install completion. o Labeling of existing cabling as required per Sheridan standard. o Type B punch down o Provide "Licensed Security Technician" services, to include, but not be limited to, installation of, VA supplied, cameras, Access Points (AP's), patch panels, speakers, door card access components, and mounting plates as required. Rate to be based upon line item for "Licensed Security Technician". o 1" conduit installation as required. Sheridan VA will core and/or provide, to contractor, or install fire caulk or fire restricting products for conduit greater than 1" in diameter only. o Fire blocking as required for contractor core operations up to 1" in diameter. Contractor to provide caulking for 1" or less diameter cores. o Provide "Network Programmer" services for preapproved, individual tasks of Programming operation as related to cable operations on associated systems. Contractor to provide various systems software application programming services for station as required for tasks. Rate to be based upon line item for "Network Programmer". 2. SPECIAL WORK REQUIREMENTS: o Special Instruction: The contractor's representative will schedule all work with the COR. Contractor shall drop off all service reports to the COR (or their appointee) Department detailing the work performed. Failure to drop off service reports may delay contractor payment. All contractor personnel (without exception) must report to the Engineering Department, Bldg. 5-room 208, to sign in and receive a contractor identification badge before any work is performed and return to the same location to sign out and turn-in said badge along with the documented. service report for the service performed. Any lost badge must be reported immediately and will incur a $75.00 fee per incident. o Approval of installation will follow inspection parameters as stated in quality assurance surveillance plan (QASP) o Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer in the form of a contract modification. o Property Damage: The contractor shall take all necessary precautions to prevent damage to any government property and will notify the COR immediately if damages occur. The COR will authorize the contractor to remedy the situation in one of the following ways: be assessed current replacement costs for damaged property, replace damaged property in a timely manner, or correct the damages with like materials at no additional cost to the government. o Identification, Parking, Smoking, and VA Regulations: The contractor will need to acquire a badge for each worker, for each weeklong site visit, and ensure that the badge be worn in a visible location on the worker at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police. The VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking and tobacco related products are not allowed anywhere at the Sheridan VA. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States District Court. Sheridan VAHCS IDIQ cable pull service - labor only in accordance with the SOW.
