Description | ** As of 3/12/2021 Project came in over budget all bids were rejected. ** Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bid proposals must be accompanied by a certified check, cashier's check, or bid bond in the amount of five per centum (5%) of the total amount of the bid and made payable to the Borough of Sussex. This bid is being conducted in an electronic only format, The bidder must offer an electronic image of a certified check or cashier's check through the electronic platform and must provide a physical sealed check upon and no later than the submission deadline to the Sussex Borough Clerk's office and clearly marked as the offers response. Any late submittals of the sealed check guarantee will be a mandatory rejection in accord with N.J.S.A. 40A:11-23.2. The Project consists of constructing of Raw Water Transmission Line and Intake system at Lake Rutherford. NO PHYSICAL BID RESPONSE WILL BE ACCEPTED, ALL BID RESPONSES MUST BE THROUGH E-PROCUREMENT PLATFORM ABOVE Prevailing wage/ Davis Bacon Act: Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. This project is subject to both Davis - Bacon Federal Wage rates as well as the New Jersey Prevailing Wage act, the stricter of the two will apply. Any contract arising from this bid will include provisions of Hud form 4010. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 3 of the P.L. of 1977, regarding disclosure of partners and stockholders. This bid has been advertised in accordance with the "Fair and Open Basis" and nothing further shall be required under the Pay-to-Play Legislation (N.J.S.A. 19:44A-20.7). Bid security shall be furnished in accordance with the Instructions to Bidders. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimus and minor components waiver apply to this contract. |
