The Sources Sought notice is a synopsis posted by a Government agency seeking possible sources for a project. This notice is not a solicitation for work or a request for proposal. The purpose of this notice is to identify interested and capable vendors to perform the work described below and to incorporate the results of this notice into the Government's Market Research Report. QUESTIONS: All questions regarding this synopsis must be submitted in writing no later than Monday, 26 July 2021 at 2:00 PM AKST. This Statement of Objectives (SOO) defines requirements for A-E services to provide Conceptual Charrette Reports for the repair of Lima Row apron at Eielson AFB, AK. The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Disciplines include, but are not limited to, fire protection engineers, architects, landscape architects, interior designers, engineering disciplines typically associated with design and construction, cost estimators, specification writers, Computer Assisted Design and Drafting (CADD) technicians, publication writers/editors, technical writers, graphic artists, Geographic Information System (GIS) analysts, planners, urban designers, economists, and financial analysts. Personnel shall be registered in the state of Alaska and command the necessary expertise and knowledge to perform the tasks identified herein. 1.1 PROJECT BACKGROUND INFORMATION The existing Lima Row AC pavement has block, alligator and longitudinal/transverse cracks; patches; depressions and weathering/raveling in sections A10B, A40B, A11B, T13A, T44A, and T27A. The pavement has a condition index of 64 and is deteriorating. The scope for this project includes removing existing AC pavement, scarifying and re-compacting base course and placing new AC pavement. The existing base course material should be replaced as needed. Repairs will also include saw cutting and sealing control joints for thermal cracking, restoration of pavement markings and other related work. 2.0 GENERAL PROJECT REQUIREMENTS The A-E shall perform professional architectural and engineering services such as planning, investigation, study, surveying and provide labor and materials to accomplish the work specified in this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, conceptual charrette reports, design analyses, project concept drawings, conceptual equipment layouts, cost estimate, and other documents required under this contract to provide complete engineering investigation services for Eielson AFB, Alaska. Work on the project may involve disciplines such as: A-E project management; architectural; civil, structural, mechanical, electrical and fire protection engineering; possible limited geotechnical engineering; drafting (AutoCAD); limited surveying; hazardous materials survey / testing and abatement planning; contaminated soil remediation planning; cost estimating; and computer word processing Programmed Amount (PA) [current programmed amount of construction cost] for the proposed renovation is $22,500,000.
