Description

The solicitation is being put on hold indefinitely and another amendment w ill be issued w hen the hold is released PRE-SOLICITATION ANNOUNCEMENT Solicitation# W912HP22R6000 Design-Build (DB) or Design-Bid-Build (DBB) Construction with an Emphasis on Fire Protection Multiple Award Task Order Contract (MATOC) PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. CONTRACT TYPE: The planned solicitation will result in two Firm-Fixed Price MATOC pools with a total capacity of $99M ($49.5M for each MATOC pool) for DB or DBB construction with emphasis on fire protection activities. Each pool will include a target of five (5) contractors in the MATOC pool. MATOC "A" will primarily cover facilities east of the Mississippi River and MATOC "B" will primarily cover facilities west of the Mississippi River. The contracts will include a three-year base period and one two-year optional period. DESCRIPTION OF WORK: Projects that will be placed against the MATOC will provide the resources necessary to accommodate all general construction and/or fire protection construction activities for the DLA program managed by the Charleston District. The contractors will be required to perform fixed-price task orders within the required scope to support the construction activities. Each task order will be subject to the fair opportunity process, and all contractors within a MATOC pool will be able to submit a task order proposal for each requirement. SCOPE: Contractors will be required to provide all personnel, equipment and materials and dedicated A-E support, where required, to perform a wide range of general construction and fire protection construction activities including but not limited to design analysis, fire suppression systems (wet, dry, pre-action, ESFR, and CMSA), water supplies (fire pumps, tanks and underground water mains), low and high expansion foam, gaseous (carbon dioxide and clean agents) special hazards protection, and fire alarm systems (detection, reporting, and mass communication), vertical and horizontal construction activities, including site work, utilities, concrete, masonry, roofing, mechanical, electrical, plumbing, HVAC, electrical, communications, electronic safety and security, paving, etc. Contractors shall be bonded throughout the life of each task order. They will be required to furnish the proper payment and performance bonds prior to starting construction. The details of the bonding required will be included with each task order solicitation. Projects may include work in secure military facilities, where all personnel must be US Citizens and have no felony arrests. PLANNED SOLICITATION: The formal solicitation is expected to occur on or around December 5, 2021 SMALL BUSINESS SET-ASIDE: This acquisition is being advertised as 100% Small Business Set-Aside. The NAICS Code is 236220 Commercial and Institutional Building Construction with SBA Small Business Size Standard of $39.5 Million. The contractor must be registered in SAM.gov. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the Internet. No CD-ROMS or hard-copy documents will be distributed. It is the responsibility of bidders to monitor the website for notices and amendments. The method of contractor selection has not been determined at this time.
