Description | A pre-proposal conference will be take place on Tuesday, July 12, 2022 from 10:00 a.m. - 11:00 a.m at the City of Edinburg Engineering Conference Room located at 415 W. University Dr, Edinburg, Texas 78539. It is the responsibility of the proposer to see that any proposal submitted shall have sufficient time to be received by the City Secretary's Office prior to the proposal opening date and time. The receiving time in the City Secretary's Office will be the governing time for acceptability of the proposals. All proposals must bear original signatures and figures Proposals sent via electronic mail or facsimile shall not be accepted. Proposals shall be submitted in an envelope sealed with tape and prominently marked on the lower left hand corner of proposal envelope with corresponding proposal number and title.The City of Edinburg reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities and to accept the proposal deemed most advantageous to the City, and hold the proposals for a period of 90 days without taking action. This project is funded in whole, or in part, by the Community Development Block Grant Program (CDGB). All federal CDBG requirements will apply to the contract award. Respondents are required to comply with all applicable laws and authorities, including but not limited to, Executive Order No. 11236 and Order No. 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin, Title VI of the Civil Rights Act of 1964, Section 504, Minority and Women Owned Business Enterprise standards, affirmative action requirements, the Davis-Bacon and Related Acts, the Copeland "Anti-Kickback" Act, the Contract and Work Hours and Safety Standards Act, Federal Labor Standards Provisions HUD-4010, Section 3 requirements per 24 CFR Part 75, and all contract procurement provisions listed in 2 CFR Part 200, Appendix II, as applicable Any business choosing to bid or provide proposals on Federally Funded projects must be currently REGISTERED and ACTIVE in the System for Awards Management (SAM) database, at the time of bid opening. Respondent must submit the entity's Unique Entity Identification (UEI) Number with the bid/proposal documents as instructed. Immediately after the bid opening takes place, the City will enter the respondents UEI number into the SAM database search engine. If the respondent is not in ACTIVE status on the database, the bid will be deemed non-responsive and disqualified from consideration of award. Entity registration may be completed at www.sam.gov. All contractors and/or subcontractors who are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Respondents must make an effort to utilize small and minorityowned businesses. Attention is particularly called to the conditions of employment and minimum wage rates that must paid under the contract. The Department of Labor wage decision, TX20220003, release date, 01/07/2022 and modified effective 02/25/2022 is applicable to this project. |
