Description | Rfp 1240bh22r0020 Great American Outdoor Act Forest-wide Cattle Guard Maintenance and Reconstruction Ochoco National Forest Price Range The Government's Estimate Is Between $500,000 and $1,000,000 (Base and Optional Items Included). This Is a Small Business Set-aside Project. Offers Received From Other Than Small Businesses Will Be Rejected. Payment for bond premiums in accordance with Clause 52.232-5, Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price. Include bond payments under 15101 Mobilization. Payment will be made on actual work performed as described in FP-14 109.01. If denoted by an asterisk, the quantity is measured as a Contract Quantity in accordance with FP-14. 1240BH22R0020 Page 4 of 116 Work is permitted to start as soon as possible after award. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Offeror will not be considered for award. SCOPE OF CONTRACT Project includes maintenance and repair of existing cattle guards located throughout the Ochoco National Forest. Work includes minor maintenance items including but not limited to cleaning accumulated debris, repair of deck running surfaces, wing and wing post replacements, and others. Major repair and maintenance includes, but is not limited to, removal of existing treated timber cattle guard foundations, resetting existing treated timber foundations, replacement of existing treated timber foundations with precast concrete foundations, and others. Road work including surface rehabilitation, asphalt surface replacement, and others is included in this contract to support associated cattle guard maintenance and reconstruction. See attached contract drawings, specifications, supplemental specifications, and other documents for specific requirements. General description of tasks include: Aggregate surface course placement: Minor aggregate placement for shoulder reconstruction and road restoration at cattle guard sites receiving maintenance and reconstruction. Keyed riprap placement: Placement on shoulders at some sites. Roadbed Reconditioning: Restoration of existing roadbeds at some sites. Asphalt placement: Minor asphalt placement following foundation removal and replacement on paved roads. Cattle Guard, Single Lane Clean Out: Clean out and other minor maintenance of existing cattle guards on single lane roads. Includes loading and transporting waste material to designated waste areas. Cattle Guard, Double Lane Clean Out: Clean out and other minor maintenance of existing cattle guards on two lane roads. Includes loading and transporting waste material to designated waste areas. Remove and Reinstall Both Treated Timber Bases: Remove existing cattle guard deck and timber foundations. Re-set existing foundations, decks, minor maintenance and repairs, and associated road reconstruction in the immediate area. Remove Old Bases and Install with New Concrete Bases: Remove existing cattle guard deck and timber foundations. Acquire and replace with concrete foundation, re-install decks, minor maintenance and repairs, and associated road reconstruction in the immediate area. Replace Wing Post: Replace damaged cattle guard wing post. Remove and Replace Wing: Remove and replace damaged cattle guard wing. Replace Damaged Rail Sections: Repair of damaged cattle guard deck running surface rail sections. Object Marker: Install object marker devices. Temporary traffic control: Provide temporary traffic control at all sites. C-2 PROJECT LOCATION Specific sites are located throughout the Ochoco National Forest. See vicinity maps included in contract drawings for specific locations. C-3 MAGNITUDE OF CONSTRUCTION PROJECT The Government's estimate for the contract is between $500,000 and $1,000,000. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-10)(APR 1984) The Contractor shall be required to (a) commence work under this contract within 14 days calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 30 Nov 2023. The time stated for completion shall include final cleanup of the premises. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
