Description | The City of Fontana ("City") is accepting proposals from qualified Geotechnical firms to serve as the Owner's Geotechnical Engineer of Record ("GEOR") to prepare geotechnical and soils investigation, as well as perform site and laboratory materials sampling and testing ("Work"), for a proposed design-build two-story municipal building with first tier parking structure and second tier office spaces. The proposed project is called the City Hall Renovation Project - Phase I ("Project") and is being designed pursuant to California Public Contract Code section 22160 et seq. All work associated with this project shall conform to the City's standard plans, Greenbook specifications including any amendments made by the City, and any other building codes or regulations applicable to this project. The proposed Project is to be constructed within the existing Fire Administration Building located at 17001 Upland Avenue, Fontana, CA 92335 (Reference Exhibit "A" Vicinity Map), and shall consist of demolishing the existing one-story building, and constructing a two-story municipal building with first tier parking structure and second tier office spaces. Each tier will have a footprint of approximately 30,000 square feet with one vehicle entrance and exit located on Upland Ave. just west of Wheeler Ave. The City anticipates 65 parking spaces to be within the parking structure portion of the building. The intent of the building is to serve as office space for city staff as well as both public and employee parking for the civic campus. The Work will be awarded in two phases. Phase I will include all effort required to prepare the geotechnical and soils investigation, and phase II will include geotechnical engineer of record ('GEOR'), site and laboratory testing of soil, placement of asphaltic paving materials, onsite construction observation, inspection and testing services during rough and fine grading activities, observation of reinforcing steel placement, observation of concrete placement where required by the design and/or CBC, concrete mix design review, observation of concrete masonry placement including grout and mortar sampling where required by the design or CBC, observation of Post-tension ('PT') tendon placement, observation of PT tendon stressing, PT tendon testing, observation of embedments, observation of bolt installation, bolt testing required by design and/or CBC, observation of field welding and nondestructive testing of welding, any other testing for the structure as required by California Building Code, Title 24, Part 2 of the California Code of Regulations (CCR), and a summary report. This project is not proposed to be an essential service building and therefore is not subject to oversight by the Division of the State Architect (DSA).
