Project location- 1361 School Rd., Leechburg, PA 16656 CLARIFICATION DEADLINE 4/10/2023 4:00 PM All questions about the meaning or intent of the Bidding Documents are to be submitted electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. Kiski Valley Water Pollution Control Authority (Owner) is requesting Bids for the construction of the following Project: Solids Handling Improvement Project Contract 2023-01 - General / Mechanical Construction Contract 2023 -02 - Electrical Construction The Project includes the following Work: Selective demolition of piping (process air & thickened sludge) within existing building. Removal of two (2) existing blowers from within the Blower Building. Removal of existing platform and walkways from within each existing aeration tanks. Construction of a new solids handling building. Convert two (2) existing aeration tanks into sludge digestors. Installation of Aerobic Digester and Mixing System for four (4) digestor tanks; pre-purchased by Owner. Installation of Sludge Dewater Equipment; pre-purchased by Owner. Installation of Shaftless Screw Conveyor; pre-purchased by Owner. The date upon which the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Project has an expected duration of 365-calendar days. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The Kiski Valley Water Pollution Control Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Kiski Valley Water Pollution Control Authority, and to reject any or all proposals.
