Description

There are four (4) contracts: Contract No. 1 - General Construction; Contract No. 2 -Mechanical Construction; and Contract No. 3 - Electrical Construction; which may be bid separately. A combined construction Contract, Contract No. 4 - Combined General, Mechanical, and Electrical Construction, which includes all Work may also be Bid. The contract(s) shall be awarded to the lowest responsive and responsible bidder(s). The sum of Contracts 1, 2, and 3 will be compared to Contract 4 to determine the lowest bid. If Contracts 1, 2, and 3 are awarded, the General Construction Contractor will assume responsibility for coordinating the work of the prime contractors responsible for Contracts 2 and 3. The scope of Work for each Contract generally consists of the following: CONTRACT NO.1 - GENERAL CONSTRUCTION Construction work includes: Structural, and mechanical demolition of SCPP Unit 1: pump (11' diameter, 800 cfs pump) and associated piping (11' diameter discharge piping). Construction of new Northwest Area Water Supply (NAWS) raw water pumpstation inside the existing United States Bureau of Reclamation (USBR) Snake Creek Pumping Plant (SCPP), including four (4) vertical turbine pumps, interior piping in sizes ranging from 1-inch to 54-inch located inside SCPP and 11' diameter SCPP discharge tunnel, valves, actuators, meters, supports, pump and surge control systems including two surge tanks, and other miscellaneous work. Work for the NAWS temporary intake is underwater work including intake screens, piping and attachment of intake bulkhead to SCPP. Work for NAWS raw water pumpstation inside SCPP includes demolition of concrete floors and construction of new concrete floors, beams and structural steel for installation of NAWS raw water pumpstation. Work for the NAWS discharge pipeline includes demolition of fl ap gate structure in the existing SCPP discharge structure at Lake Audubon and construction of new bulkhead inside SCPP discharge structure. CONTRACT NO.2 - MECHANICAL CONSTRUCTION Construction work includes: Plumbing and HVAC work to modify the existing plumbing and HVAC in SCPP for the new NAWS raw water pumpstation. New HVAC system includes air handler unit, ductwork, and of miscellaneous work. CONTRACT NO.3 - ELECTRICAL CONSTRUCTION Construction work includes: Electrical demolition of SCPP Unit No. 1: electric motor (8,000 hp, 45 ton), panels and wiring. Installation of electric motors and variable frequency drives (VFD)s for new vertical turbine pumps, instrumentation, PLC/PC based control systems, control consoles, MCCs, starters, generator, transfer switch, transformer, general control electrical work, and other miscellaneous Work. CONTRACT NO.4 - COMBINED GENERAL, MECHANICAL, & ELECTRICAL CONSTRUCTION Construction work includes: All work associated with Contracts 1, 2, and 3 combined. The Contractor will not perform work or permit the performance of Work by subcontractors outside regular dawn to dusk working hours or on Saturdays, Sundays, or legal State holidays without providing written notice of proposed work to the Engineer a minimum of 5 days in advance and contingent on the Owner's written consent. In accordance with the current Energy and Water Development Appropriations Act, to the greatest extent practical, all equipment and products purchased for use in this contract shall be American-made. Each bid shall be submitted on a form furnished as part of the contract documents and must be accompanied by a separate envelope containing a Bidder's Bond with Acknowledgement of Surety in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefi t of the North Dakota State Water Commission. The bid bond shall be executed by the bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to the principal, within ten (10) days after Notice of Award, the Principal shall execute a contract in accordance with the terms of the bid and contractor's performance and payment bonds as required by law and the regulations and determinations of the North Dakota State Water Commission. Each bid shall be sealed and delivered to the North Dakota State Water Commission at the location designated in this notice for the opening of proposals at or before the time in this notice provided. Unless a bidder obtains a contractor's license for the full amount of its bid within twenty days after it is determined the bidder is the lowest responsive and responsible bidder, the bid must be rejected and the contract awarded to the next lowest, responsive, responsible, and LICENSED bidder. Substantial Completion for all WORK shall be March 29, 2024. Final Completion for all WORK shall be May 31, 2024. The State of North Dakota, acting through the State Water Commission, reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded, to reject any and all bids, to determine whether a bidder is responsive and responsible and to waive any and all irregularities in any bid.
