Description | The City of Helena, on behalf of the Helena YWCA (YWCA) has been awarded a federal Community Development Block Grant CARES (CDBG-CV) from the Montana Department of Commerce (MDOC) in the amount of $607,187 for renovations to the exterior of the building, including repair and installation of operable windows and doors, replacement of exterior doors, and the renovation of exterior entrances. Air-conditioning systems will also be installed in each room to minimize the potential spread of COVID-19. The project is located at 501 S. Park in Helena. A copy of the application is available upon request. Contingent upon a signed contract between the City of Helena and MDOC for this award, YWCA is soliciting statements of qualifications for architectural and engineering services for this project in accordance with all applicable requirements under the Montana CDBG program and state law. Payment terms will be negotiated with the selected offeror in accordance with CDBG program administrative guidelines. The fee for architectural and engineering services will be paid with CDBG funds. Consistent with Section 3 of the Housing and Community Development Act of 1968, CDBG regulations governing the grant require that, to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized. Disadvantaged Business Enterprises are encouraged to apply. |
