Description

Request for Proposals (RFP) PC24-011 Question Deadline 02/09/2024 at 5:00 PM CT The City of Panama City Community Redevelopment Agency, Downtown North District located in Bay County, Florida ( CRA ) in partnership with the City of Panama City (the City ) is requesting proposals from responsible and responsive firms to provide a turnkey operation for the redevelopment and/or management of the A.D. Harris Learning Center, which may include, but is not limited to, the planning, design, permitting, financing, construction and management or lease of the A.D. Harris Learning Center for purposes that align with the mission of the CRA Downtown North District. A.D. Harris Learning Center is generally described as Parcel No. 17013-000-000, and is more particularly described in Exhibit A. The CRA may select a proposer or proposers to enter into negotiations with for the redevelopment of A.D. Harris Learning Center, and proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services requested under this RFP and to implement the plan of development accepted by the CRA. No reimbursement will be made by the CRA for any costs associated with providing a proposal or for providing additional information as a result of requests for more information or as a result of negotiations. No proposal may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of proposals. The CRA shall accept the proposal of the responsive and responsible proposer that best meets the needs of the CRA and is in alignment with the Downtown North CRA Plan, taking into consideration, among other things, the financial responsibility of the proposer, the development plan, design and operational philosophy, the proposed plan for financing and construction, the proposed process for negotiating the agreement and/or lease terms, capability to perform the agreement on a timely basis, previous satisfactory performance, and such other abilities of the proposer that the CRA, in its sole discretion, determines will enable the proposer to perform effectively and efficiently. The CRA reserves the right to negotiate with one or more proposers, to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract and/or lease deemed to be in the best interest of the CRA.
