Description

A public outreach meeting was held on November 10, 2022. Schematic Design, as well as additional public outreach, feasibility study and alternative selection will continue through Winter 2023. The environmental study is anticipated to be completed by late 2024. Construction documents are expected to be completed in early 2027 with construction to be completed in 2028. *The previous solicitation is listed below for reference The City of Oceanside ("City") is requesting proposals, consisting of a Statement of Qualifications (SOQ) and a Cost Proposal from Architectural and Engineering firms ("Consultant"). The SOQ shall demonstrate qualifications and experience in technical services to complete design work for a bridge and lifeguard headquarters restoration/replacement project. The proposed services by the Consultant will include; relevant elements of civil, structural, mechanical, electrical, water, sewer and architectural design; utility coordination; hydraulic analyses; geotechnical engineering; wave and sea level rise adaptation analysis; final construction plans and documents; cost estimations; bidding and construction administration services; and design schedule. The Consultant shall electronically submit digital plans via Bluebeam for review to the City at the 60%, 90% and 100 % stages including technical specifications and probable opinion of cost; and submit the necessary number of wet signed sets for the building permit review and approval. The project is to restore or replace the concrete portion of the Pier View Way Bridge and the Lifeguard Headquarters. The Oceanside Municipal Pier consists of a concrete structure that spans from the Pier View Way/Pacific Street intersection on the bluff to the wooden pier on the beach and wooden pier from the beach that extends into the ocean. The concrete structure, built in 1926, consists of twin conventionally reinforced bridges, a ramp down to the beach and public restrooms. The restrooms in the concrete structure at the bluff were converted to storage decades ago and in 1985 portions of the substructure closest to the surf were converted into a lifeguard headquarters.
