Description | As of August 10, 2022, the project has been awarded. A timeline for construction has not been confirmed. THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, South Major Acquisition Buying Office intends to issue a solicitation to construct a picnic shelter within Fort Frederica National Monument located in Saint Simons Island, Georgia, 31522, Glynn County. SOLICITATION NUMBER: 140P5422R0022. This project includes clearing vegetation from the surface of the existing concrete slab and surrounding area, preparing the existing slab, pouring a new slab and constructing a shelter over the location with a simple gable roofed structure. A detailed Statement of Work (SOW) will be provided with the solicitation documents. This procurement is 100% set-aside for Small Businesses using NAICS code of 238990. The small business standard is $16.5M. The cost range is between $25,000 and $100,000. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. SITE VISIT: Only (1) one group site visit is scheduled for this action on June 15, 2022 at 10:00am (ET) in Saint Simons Island, GA. Details will be provided with the solicitation. Any questions must be received via email by 10:00am (ET) on June 21, 2022 to Mary_Stefanos@nps.gov. TYPE OF CONTRACT: A firm-fixed-price contract is expected to be awarded towards the beginning of July 2022. Note: Davis Bacon prevailing wages for Glynn County, GA will apply. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The solicitation will be posted on SAM.gov on or about May 27, 2022. This date is subject to change. Hard copy documents including drawings will not be available - all available documents will be posted for download. Offers will be due no earlier than 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. After issuance of solicitation, send any inquires via email to Mary_Stefanos@nps.gov by 10:00am (ET) on June 21, 2022. NO oral questions will be accepted. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 1. TASKS: a) Clearing and Grubbing b) Grub, trim and cut approximately 60 cubic yards of brush, small trees and limbs. c) Dispose of approximately 20 cubic yards of concrete rubble. d) Cut, remove, and dispose of trees and stumps (one 18"x 50' pine, one 3'x 25' e) dead oak, ten 8"-16" x 40' cedars, pines and oak trees). 2. Demolition: Flush cut, four galvanized pipes, that are extending from concrete slab. Galvanized pipes are 2"x 12", 1"x 6", 3/4"x 18" and 1/2 "x 6". 3. Installation a) Clean debris from existing slab and pressure wash entire 1300 square feet. b) Place a layer of at least 4 MIL thick plastic sheeting over the existing, cleaned concrete slab. c) Pour a 4" thick, 3000 psi, concrete slab over the existing concrete slab. The existing slab measures 30'x 40'. Slab is to have a fine, broom finish. d) Place #4 steel rebar, in a 2'x 2' grid, midway of the thickness of the new concrete slab and sidewalk. e) Rebar is to be tied at each area where rebar crosses each, with at least 16-gauge, rebar wire. f) Install two, ABA compliant sidewalks (one on the south side and one on the west side of the concrete slab. Each sidewalk is 5' wide, approximately 30' long and 4" thick. g) Install an expansion joint at the points where each sidewalk meets the concrete slab and cut "Control" joints in both the slab and the sidewalk. The control joints in the sidewalk should be 1/2 "- 3/4 " deep and every 10 feet. The control joints in the slab, should be placed in the middle of the 30' length and two joints, evenly spaced within the 40-foot length *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
