Description

The City of Fairfield, Iowa (Owner) is requesting Bids for the construction of the following Project: STEP 3 Improvements 2022, Bid Package #2 - Force Main The Project is generally located north of Highway 34 in Fairfield, Iowa, between Kale Boulevard and Mint Boulevard and includes the following Work: Furnishing all labor, equipment, and materials for the construction of the STEP 3 Improvements 2022, Bid Package #2 - Force Main project, which consists of: 1. Installation of approximately 10,320 linear feet of new 24" diameter sanitary sewer force main, including approximately 210 linear feet of new 24" sanitary sewer in a single steel casing under Highway 1, and related appurtenances; 2. Construction of air release manholes, including air release valves, and access covers; 3. Site dewatering as required for construction; and 4. All other work as required by the contract documents. The bids will be considered by the City Council during their meeting beginning at 7:00 p.m. on January 23, 2023, in the Council Chambers at City Hall. All bids must be filed in the office of the City Clerk before the time herein set, on forms furnished by the Owner, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by bid security as defined in Iowa Code Section 26.8, and as specified in the Bidding Documents, as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and Certificate of Insurance. Each successful Bidder will be required to furnish Performance and Payment Bonds acceptable to the Owner on forms provided in the specifications in amounts equal to one hundred percent (100%) of the contract price Work on the improvement shall commence within 30 days after the Effective Date of the Contract, or on the day indicated in the Notice to Proceed. The Notice to Proceed will be issued upon approval of the contract and bonds by the City Council and be completed as stated below. The work shall be substantially completed on or before July 1, 2024, and the work shall be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before September 30, 2024. Failure to meet either the Substantial Completion date or Final Completion date will result in liquidated damages of $1,500.00 per calendar day. To the extent allowed by Federal law and regulation, and to the extent required by Iowa law, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected. The OWNER hereby reserves the right to reject any or all bids, to waive informalities and irregularities, and to enter into such contract or contracts as it shall deem to be in the best interest of the City Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States.
