Description | Phase IX Development Cell 16 includes construction of a new landfill cell (Cell 16), landfill perimeter road improvements, and development of a grassland bird habitat and hibernacula at the Gloucester County Solid Waste Complex located at 503 Monroeville Road, South Harrison Township, New Jersey 08085. Substantial and Contract completion times are 150 days and 180 days, respectively, after Contract Time commences to run. Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for i) Mobilization and demobilization; ii) All field engineering and temporary facilities, including design thereof, required to perform the Work; iii) All temporary and permanent soil erosion and sedimentation control devices; iv) Excavation, finish grading and compaction of subgrade areas; v) Construction of a double-lined, solid-waste landfill cell; vi) Construction of leachate collection/conveyance system components such as collection pipes, sump pumps, pump building with associated piping and cleanouts for the new solid-waste landfill cell; vii) Construction and improvements to the landfill perimeter road; viii) Preparation and establishment of a 70 acre grassland bird habitat and hibernacula; ix) Repair of vegetation or aggregate lined diversions, pipe, end sections and related drainage structures disrupted as a result of construction activities; and x) Maintaining service roadways and drainage swales during construction and providing construction and QA/QC personnel support area trailers and facilities. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid. Each proposal must be accompanied by a Certified Check, Cashiers Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the Authority, in a sum equal to 100% of the total contract price. All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In addition all bidders must comply with P.L. 1999, c. 238- Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act. The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owners opinion, ambiguities exist.
