Description | The City of Hampton's Wastewater Operations Division is responsible for operating and maintaining approximately 402 miles of gravity sewer, ranging in size from 6" to 18" in diameter, and approximately 10,800 sewer manholes, predominantly 48" diameter. Questions. Offerors must submit questions regarding the RFP in writing to the Issuing Office via fax (757) 727-2207 or email questions totmartin@hampton.gov no later than 3:00 PM EST on June 6, 2023. Necessary replies will be issued to all Offerors of Record as addenda that shall become part of the contract documents. Oral instructions do not form a part of the proposal documents Specific Requirements. The City seeks a qualified firm(s) to provide quality and competitivelypriced cured-in-place pipe rehabilitation services for the gravity sewer mains and laterals and manhole rehabilitation services via a cementitious coating with a bacterial corrosion-preventing additive (Permacast with Con Mic Shield(R) or approved equal). All services shall be performed in a timely and professional manner on an as-needed basis. The Contractor will: 1. Perform preliminary closed circuit television ("CCTV") video inspections of existing sanitarysewer systems. 2. Provide a preliminary assessment of the overall condition of a piping system. Assessments will include a CCTV video inspection report and written field report noting, but not limited to, pipe size, location, condition, flow, connection locations, bends, etc. TV Inspection Log shall be submitted to Owner accompanied by the respective video inspection in a NASSCO Lateral and Pipeline Assessment Certification Program (LACP/PACP) - exchange database that is compatible with GraniteNet, the City's CCTV data management software. The contractor shall utilize a NASSCO LACP/PACP certified software system for work, unless otherwise approved by the Owner, in accordance with Hampton Roads Regional Construction Standards, Section 811. 3. Provide written proposals for any/all desired system rehabilitation services. 4. Thoroughly clean sanitary sewer piping systems and structures scheduled to receive rehabilitation of all internal debris (such as, but not limited to, the removal of corrosion, debris, detritus, solids, roots, and/or other deposits, etc.) prior to commencing the rehabilitation of any piping system. 5. Furnish all labor, materials, tools, equipment, supervision, transportation and any incidentals necessary to perform point repairs on sanitary sewer pipes, laterals, and manholes. 6. Furnish all labor, materials, tools, equipment, supervision, transportation and any incidentals necessary to rehabilitate: i. Large and/or small diameter piping systems utilizing cured-in-place pipe rehabilitation methods ii. Laterals and lateral connections iii. Sealing joints and lateral connections utilizing chemical grouting in accordance with Hampton Roads Regional Standards, Section 817 iv. Manholes utilizing Permacast with Con Mic Shield(R) or approved equal 7. Open all existing active lateral connections covered up during cured-in-place pipe rehabilitation services. Note that 6" cured-in-place pipes shall have laterals reinstated regardless of the presence of lateral cleanouts. 8. Perform post-construction/rehabilitation CCTV video inspections (or other inspection method(s) as requested by the City) of piping systems receiving rehabilitation. 9. Provide a post-construction/rehabilitation CCTV video inspection report, along with a written field report noting, but not limited to, pipe size, location, lateral openings, and overall integrity of the rehabilitated piping system.
