Description

The Project consists of rehabilitating the existing 30-inch cast and ductile iron potable water mains via slip lining and open cut methods utilizing 24-inch PVC pipe, installation of valves and blow offs and all appurtenances thereto. The time to complete the project is 548 Calendar Days, Final completion- 608 day The work includes the following major items of work to rehabilitate two sections of parallel 30-inch cast iron and 30-inch ductile iron pipelines that cross under Interstate I95, Route 37 and associated exit ramp respectively with new 24-inch diameter PVC using a combination of sliplining and open cut excavation installation methods along the existing pipeline alignments as indicated and specified: 1. Installation of approximately 1000 linear feet of 24-inch DR25 C905 PVC pipe to be slip-lined at six separate slipline runs along the existing pipelines. 2. Installation of approximately 1300 linear feet of 24-inch DR25 Restrained Joint C905 PVC pipe to be installed via open-cut trench. 3. Removal and replacement of four (4) blow-offs and two (2) combination air release vacuum valves. 4. Installation of four (4) 24-inch butterfly valves, salvage of (2) existing 30-inch gate valves. 5. Removal, handling, transportation and disposal of earth along the pipeline route. 6. Installation of fractionation tanks, oil-water separators, bag filtration systems, and other equipment necessary to comply with the requirements of all dewatering permits along the pipeline route. 7. Restoration of all disturbed areas and utilities impacted by the work. 8. Filling and pressure/leakage testing of all installed water mains. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. A 5% Bid security shall be furnished in accordance with the Instructions to Bidders. The project is being funded in part from the EPA's Congressionally Directed Spending and Community Project Funding as a part of the Consolidated Appropriations Act. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 10% DBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (6100-2, 6100-3, 6100-4 and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this Section will be granted unless approved by the EPA. A list of certified DBEs can be found on the EPA OSDBU portal Federal Minimum Wage Rates as determined by the United Stated Department of Labor under the Davis-Bacon Act and prevailing wage rates as determined by Rhode Island General Law 37-13, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trade people who may be employed on the proposed work under this Contract. The goals for this project are a minimum of 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBEs .
