Description

In accordance with FAR Part 10 - Market Research, the United States Army Corps of Engineers (USACE), Detroit District is conducting market research to determine the availability of entities within the market to support the Soo Locks Complex. Participation in the Request for Information (RFI) process is important in that it makes USACE decision-makers aware of the capabilities that exist in the market. Responses will be collected via the attached questionnaire only. Data collected from the responses will become the property of the USACE and will be used to provide a snapshot of how businesses who participated are capable of providing service to provide construction for a new duct bank and standby generator system to include a new facility. USACE does not claim nor suggest participation in this questionnaire will result in consideration or award of a federal contract. Participation in the questionnaire is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts. This is NOT a Request for Proposal or Invitation for Bid. The information gathered will be used for market research purposes only. If after reviewing the attached document, and you desire to participate in the market research please complete and return the Contractor Capability Survey attached. All interested firms shall submit a response demonstrating its capabilities to provide the requested items to the primary point of contact listed below. Response format and due date information is specified in next paragraph of this notice. Failure to provide a complete response may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, Please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e.,teaming, subcontracting, etc.) Any information submitted by respondents to this sources sought synopsis is voluntary. As stipulated in Federal Acquisition Regulation 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. The decision to solicit for a contract shall be solely within the Government's discretion. The method of contractor selection has not been determined at this time.
