Every bid must be accompanied by a bid bond, certified check or bank cashier's check payable to the NYS Department of Transportation, in the sum of the amount shown on the proposal title page. Bonds must be on form CONR 391. Electronic bids must include an electronic bid bond. Federally Aided Contracts identify a DBE Goal, and 100% NY State Funded Contracts identify both MBE and WBE Goals. Contracts with 0% Goals are generally single operation contracts, where sub-contracting is not expected, and smaller size contracts -- both of which may present direct bidding opportunities for Small Business Firms, including, but not limited to, DBE or MBE and WBE.
