Description

Services to be provided are for the Kenneth Hahn Hall of Administration (HOA) Seismic Retrofit Project: Project Description The County is in the pre-construction phase for the seismic retrofit of the County-owned Kenneth Hahn Hall of Administration (HOA) in the City of Los Angeles. The existing building was designed and constructed in the late 1950’s and was completed in 1960. The building is an 8-story structural steel and poured-in place concrete structure with a basement, a sub-basement, and mechanical penthouse. The building gross floor area is approximately 960,000 square feet and the gross site area is approximately 290,000 square feet. This building is the seat of the government of the County of Los Angeles, and houses the County Board of Supervisors, Chief Executive Office, meeting chambers, and the offices of several County departments. It is located in the Civic Center district of downtown Los Angeles, encompassing a city block bounded by Grand, Temple, Hill, and Grand Park. The assumption for the project is that the seismic retrofit will utilize base isolation retrofit technique, construction will be phased and the building will be occupied during construction. This project will be delivered using Construction Manager at Risk (CMAR) delivery method. In addition to this PM/CM RFP, the County has issued RFP for architect/engineer. All proposers to this PM/CM RFP are encouraged to download a copy of the AE RFP number BRC0000205 Architectural/Engineering Services, Utilizing Construction Manager at Risk Delivery Method, for Hall of Administration Seismic Upgrade (Public Works website using the "Closed" projects filter) with its respective attachments to familiar themselves with the seismic retrofit project as well as the AE scope of services, sample agreements, and general conditions. The County will also issue a CMAR RFP (not available yet—keep checking the Public Works website). Project Schedule • Pre-Construction (2 Years) October 2021- October 2023 • Construction (3 Years) October 2023- October 2026 2. SCOPE OF SERVICES 2.1 General The Consultant shall provide Project Management/Construction Management (PM/CM) services as an extension of staff to the County's Project Delivery Team for the HOA Seismic Retrofit project. The Consultant understands that all professional services procured under this contract are to be provided on an on-call basis. Staffing and level of effort will be based on a mutually agreed upon approach and work plan based on the needs of the project that will fluctuate with time. The Consultant will familiarize themselves with the County’s internal processes and procedures and will fully implement them during the course of the project.
