Description | A service in the contract shall be generally defined to include such labor, materials, equipment, sub-contracting, administration, supervision, quality assurance, work documentation, regulatory compliance, reporting, processing of complaints, insurance as required, personnel administration and supervision of work or other functions of employees or sub-contractors as may be necessary to comply with the specifications set forth in the Contract Documents to govern the subject service area. Services (including operation and maintenance) to be provided by the Offeror (successful responder), subject to specifications set forth herein are: Electrical, Heating, Lighting,Ventilating & Air Conditioning, Plumbing, Fire Protection and Smoke Evacuation Systems, Other General Interior and Exterior Building Maintenance including the Building Closed Circuit Camera Monitoring System and Cable TV Distribution System within the Building, Maintenance on Security Doors (45), Sliders (76), Brinks Electronic Locks, and Security System. Kenton County will be responsible and operate Information Technology Networks; Building Phone System; Housekeeping; Landscaping; Assist County employees with any in-house repairs. The awarded contract shall be for the period November 1, 2022 thru October 31, 2023 with the option of being extended for three (3) one-year periods ending October 31, 2026. The County shall evaluate the budget as provided by the Offeror, along with the prior performance history of the Offeror as a partial basis to determine whether it shall extend the term of the contract. The County is under no obligation to extend the contract, and may choose not to extend for any reason at its sole discretion. The County may permit some Offeror employees to start before November 1, 2022 (for training on building systems, Detention Center Procedures and Policies) if a contract has been agreed upon and the Offeror employees are available. A Bid Bond amounting to five (5%) percent of the proposed bid/proposal price must be provided with the response. The Bid Bond may be in the form of a surety bond, cashier check or other form of surety satisfactory to the county attorney. If the contract is awarded to the bonded bidder, the bidder will accept the contract as bid, or else the surety will pay the Fiscal Court a specific amount because of default on part of the bidder. A Performance Surety Bond amounting to one hundred (100%) percent of the Contract price must be provided prior to execution of the contract assuring Kenton County that the project will be pursued with due diligence and completed according to the plans and specifications. This requirement may also be met by a letter of credit. Kenton County reserves the right at any time and for any reason to cancel this Request for Bids/Proposals, accept or reject any or all bids/proposals or any portion thereof, or to accept an alternate bid/proposal. Kenton County reserves the right to waive any immaterial defect in any bid. Kenton County may seek clarification from any bidder/offeror at any time and failure to respond promptly is cause for rejection. |
