Description | The City of Loveland (City) is requesting proposals from qualified general contractors for multi-year contracts to provide on-call contracting services for miscellaneous water and wastewater system improvements, rehabilitation work, and emergency services. The City operates a 38 MGD conventional drinking water treatment plant (WTP) that receives water from the Big Thompson River and the City's own raw water reservoir, Green Ridge Glade (water from Colorado Big Thompson Project). Downstream of the WTP water is delivered to customers through a network of 475 miles of water main. The City has six water booster stations and eight water storage tanks. Wastewater is conveyed to the City's 10 MGD water reclamation facility (WRF) through 370 miles of wastewater mains and through 14 sanitary sewer lift stations. This vast network of plants, pumping facilities, and pipelines serves approximately 75,000 residents. The City is looking to contract with an on-call contractor(s) to assist with smaller capital projects (each project cannot exceed $400,000), maintenance activities that exceed staff resources, and emergency repairs and maintenance. The City intends to contract with one contractor to complete these tasks at the WTP and WRF facility as well as at the pump and lift stations (Plant Contractor), however reserves the right to contract with multiple contractors if in the City's best interest. Contractor(s) will be expected to be well versed and experienced with construction at similar facilities and knowledgeable about treatment processes, the need for operations to continue during construction, and ability to procure and work with necessary trades that are often encountered for plant work. Likewise, the City is looking to contract with two contractors to provide similar small capital project delivery, maintenance assistance, and emergency repair for the water distribution system, wastewater collection system, and stormwater infrastructure (Linear Infrastructure Contractor). These contractors must be able to demonstrate a wide range of experience in installing new water, wastewater, and stormwater pipelines and making emergency repairs in difficult conditions (soil, depths, size, etc.). The City assumes that separate contractors will be hired for the aforementioned Plant Contractor and the Linear Infrastructure Contractor. However, a contractor demonstrating superior experience and sufficient capacity (see scoring later in document) in both applications could theoretically be contracted to fulfill both roles.
