Description | Base Bid: Fishlift Visitor Center and Control Room Roofs.Remove and retain any existing lightning protection system components as necessary to accomplish roofing work. Reinstall lightning protection system in accordance with the roof system warranty requirements. Remove existing modified roofing material down to the existing deck. All material will be containerized and hauled to an authorized dump site. Remove existing copper counter flashing and set aside. Areas will be vacuumed, clean and dried, including water/algae spots. Furnish and install one layer 2" 4x4 insulation. Furnish and install one layer 1.5" insulation. Furnish and install tapered insulation system. Ensure layer coats are built up to the slope to have water drain properly into the drains. Furnish and install one-layer 1/4 " dens deck prime. Furnish and install one layer .060 White TPO. All field seams and laps will be robotically heat welded. Reflash all curbs and thru wall penetrations. Reinstall existing copper counter flashing and caulk as required. All seams will be riveted and caulked. Clear asphalt granule wash-away to unblock drainage grooves. Provide a 1-year labor warranty. Provide a 20-year roofing manufacturer's warranty. Prior to services being rendered, the contractor shall discuss the approved AHA with all parties involved in this effort. This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-O7. Title of Requirement: Roof Repairs - St Stephen Powerhouse and Fish Lift Roofs for the Cooper River Rediversion Project St. Stephen, South Carolina. Description of Requirement: The contractor shall provide all services in accordance with the scope of work for the specified Roof Repairs at the Cooper River Rediversion Project. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award: The Government will make an award to the lowest priced offer which is deemed responsive, responsible, and technically acceptable. The price must be determined to be fair and reasonable. To be determined responsible, the Government will require the lowest priced offeror to demonstrate that they have completed projects of similar size and scope. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
