Description

RSCI is the Construction Manager at Risk (CMAR) hereby requesting qualified subcontractors and suppliers submit bid proposals for the Truckee Meadows Water Authority (TMWA) Orr Ditch BPS/Hydroelectric Project PWP#WA-2023-080. The project scope includes construction, startup and commissioning of new facilities for the purpose of upgrading the existing pump station from submersible to vertical turbine pumps and incorporating hydroelectric power generation facilities. Major components of the project include the following features of work: Division 2 Demolition, Division 3 Concrete, Division 5 Metals, Division 6 Wood & Composites, Division 7 Thermal and Moisture Protection, Division 8 Doors and Windows, Division 9 Finishes, Division 10 Specialties, Division 22 Plumbing, Division 23 HVAC, Division 26 Electrical, Division 27 Communications, Division 31 Earthwork, Division 32 Exterior Improvements, Division 33 Site Utilities, Division 40 Process Integration, Division 43 Process Liquid Handling. Bids must include corresponding bid forms. Bidder agrees to further breakdown bid prices and describe its offering in sufficient detail if requested. As the CMAR, RSCI reserves the absolute right to withdraw the request for bid, to reject or accept all or any part of the bid proposal without explanation, to waive any informalities herein, or to accept any proposal where it may appear in the Owner's or CMAR's interest to do so. No liability or obligation of any kind shall be attached to the Owner or CMAR by reason of such action. Subcontractors may be required to provide performance and payment bonds at the discretion of RSCI and the Owner. Bid forms include a line item for the cost of performance and payment bonds. Insurance requirements are outlined in the Bid Documents. This project is NOT funded through the Clean Water State Revolving Fund and does NOT require conformance to American Iron and Steel (AIS) requirements. This job is subject to Prevailing Wage and Bidders must abide by NRS 338 statues and pay particular attention to NRS 338.010 and 338.090 Prevailing Wage and Certified Payroll. All Subcontractors shall submit accurate records showing the name, occupation, actual per diem wages and benefits paid to each worker employed by the subcontractor in connection with the project. Certified payrolls are to be updated by the 15th of the following month. Subcontractors who will perform at least 1% of the estimated value of the work or $50,000 whichever is greater must be qualified to bid pursuant to NRS chapter 338.16991. Submit documentation of qualifications when requested by the CMAR. All qualification documentation shall be submitted to the CMAR Team Lead, Zeke Johnson, via email zeke@rscigroup.com. Bids may be returned unopened if the subcontractor is not properly qualified per NRS 338 statues. Submission of materially incomplete or falsified qualification documentation by a prospective Bidder will be grounds for disqualification. Apprenticeship Utilization per NRS 338.01165 applies to this project and requires all contractors employing workers on certain public works projects to utilize apprentices for portions of the work. One or more apprentices must be used for at least 3% of the total hours for horizontal construction. These percentages apply to the total hours of labor worked for each apprenticed craft or type of work to be performed on the public work for which more than three workers are employed.
