Description | For Terrebonne Parish School District Ellender Memorial High School Baseball Complex Hurricane Ida Repairs Subsequent to the opening, the bid will be evaluated by the appropriate party/parties and will be presented to the School Board President for awarding, rejecting, or holding for further advisement and/or evaluation. Bid prices shall specifically EXCLUDE all taxes whatsoever. Act 1029 of 1991 exempts local governments from state and local tax effective September 1, 1991. Bid prices shall include any shipping/transportation charges, if applicable. Pursuant to R.S. 38:2212 (E), the Terrebonne Parish School District has partnered to distribute bid solicitations, collect responses, and/or allow contractors and vendors the ability to respond through a uniform and secure electronic interactive bidding system. Bidders participating in the electronic option need to contact if they have any questions or issues relating to the electronic bidding process at (225) 810-4814. There may be fees for downloading bid specifications that are charged. Where applicable, and in all construction projects, an electronic bid bond is also required and must be furnished. Failure of the bidder to upload their bid is not the responsibility of Terrebonne Parish School District. Proposals must be submitted, on the Louisiana Uniform Public Works Bid Form furnished with the Contract Documents, per Instructions to Bidders. Evidence of authority to submit the bid shall be required in accordance with LA R.S. 38:2212(A) (1) (c). Preference is hereby given to materials, supplies, and provisions, produced, manufactured, or grown in Louisiana, quality being equal to articles offered by competitors outside of the State. It will be the responsibility of the bidder to claim Louisiana preference and qualify such preference as indicated on the bid form. A preference claim will not be allowed after bids are publicly opened. Bid Security in an amount equal to not less than FIVE PERCENT (5%) of the Bid Amount. Bid Security shall be a Certified Check, Cashiers Check, or Bid Bond (Money Orders or Letters of Credit will not be accepted) made payable to the TERREBONNE PARISH SCHOOL DISTRICT. All bid bonds shall be accompanied by a duly authorized power of attorney and shall be guaranteed by a surety or insurance company currently on the U. S. Department of Treasury Financial Management Service list of approved bonding companies (U.S. Department of Treasury Circular 570) or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Bests Key Rating Guide or by an insurance company in good standing licensed to write Bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(A)(1)(C) or LA R.S. 38:2212(0). Failure to include any item specified above, or failure to complete the Louisiana Uniform Public Works Bid Form in its entirety and properly execute this form will result in the Bid/Bids being declared irregular and cause for rejection as being non-responsive. Bids shall be accepted only from Contractors who are licensed under LA R.S. 37:2150-2164 for the classification of BUILDING CONSTRUCTION. No bid may be withdrawn after the closing time for receipt of bids for a period of Forty-Five (45) calendar days, after receipt of the bids, except under the provision of LA R.S.38:2214. The time of completion of this project is of prime importance. All of the work required shall be completed within Sixty (60) Calendar Days from the Notice to Proceed. Should the Contractor neglect, refuse to complete the work or obtain approval from the State Fire Marshals Office, if required, for occupancy on the date above, the Owner shall have the right to deduct from and retain out of such moneys which may be due or which may become due and payable to the Contractor, as scheduled in the Instruction To Contractor, for each and every day that such completion of the work is delayed beyond the prescribed dates, as liquidated damages and not as a penalty. If the amount due and to become due from the Owner to the Contractor is insufficient to pay in full any such liquidated damages, the Contractor shall pay the Owner the amount necessary to the effect such payment in full. Provided, however the Owner shall promptly notify the Contractor in writing of the manner the amount retained, deducted, or claimed as liquidated damages was computed. To the extent permitted by applicable state and federal laws and regulations, the OWNER reserves the right to reject any and/or all Bids for just cause. |
