Description | Synopsis: Mission and Installation Contracting Command (MICC) Fort Bliss, TX is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bid (IFB) Firm Fixed Price construction contract. The Directorate of Public Works (DPW) has a new requirement for Playground Replacement 453 & Safety Surfacing Replacement 11896 at Fort Bliss, TX. This acquisition is 100% set-aside for soliciting Service-Disabled Veteran Owned Small Business (SDVOSB) firms under NAICS 238990 (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between Between $500,000 and $1,000,000. The contractor shall provide all supervision, labor, materials, equipment, supplies, transportation and bonding necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. Work is to be performed at two separate locations (main installation) on Fort Bliss, Tx. As of today the Wage Rate Requirement: General Decision Number: TX20220035 02/25/2022; State: Texas; Construction Type: Heavy; County: El Paso County in El Paso, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $3,000,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be announced (if requested) at a later date for this procurement. Details of that site visit will be available in the solicitation. The date for issuing the solicitation is on or about 15 Aug 22, bid due date will be on or about 15 Sep 22 and completing contract performance 180 days after notice to proceed under solicitation number W911SG-22-B-0017. A site visit is possible during solicitation. The technical exhibits will be available for inspection at solicitation without charge thru the System for Award Management (SAM) website at https://sam.gov. No paper copies of this solicitation are available at this time. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in SAM's at https://sam.gov to receive a government contract award; and, shall ensure Representations and Certifications Application (ORCA) are current to qualify for contract award.
