Description | The project generally consists of the force main replacement on Riverside Drive between Highland Avenue and Clinton Place, along with the mill and overlay of the disturbed roadway and associated work. Approximate construction quantities are as follows: 1,250 LF of 8" DR18-C900 Sanitary Sewer Force Main, 850 SY of Roadway Trench Repair, 5,000 SY of milling, 650 TN of HMA 9.5M64 Surface Course, and associated work. The Contractor will be required to deliver the product defined under the contract within 60 calendar days forward from the date of the "Notice to Proceed". The plans, specifications and other contract documents for the proposed work, may be examined at the office of the Township Engineer during business hours at 2201 Heck Avenue, Neptune, NJ 07753. No refunds will be made. Checks shall be written to the order of CME Associates for each set of documents. Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Committee of the Township of Neptune, ATTN: Engineering Department, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder. In an effort to maintain the safety and health of all persons during the current COVID-19 virus outbreak, we strongly encourage all vendors to ship or mail in their bid to the following address: Neptune Township Administration Building 25 Neptune Boulevard Neptune, New Jersey 07753 ATTN: Clerk's Office The Township will not be responsible for late mail deliveries and no bids will be accepted if received after the time stipulated in the Notice to Bidders. If a package must be hand-delivered, sealed responses should be deposited in the secure drop box located in front vestibule of the Township of Neptune Administration Building. Please ensure the bid submission envelope clearly bears the name and address of the vendor, the name and number of the bid and the date of the opening. Responses left in the drop box will be collected and recorded daily. In-person hand deliveries of submissions the day of the opening will be collected and recorded in the Administration Building Lobby. Please note: If a vendor determines that it is absolutely necessary to attend the official bid opening, please be advised the Township will enforce appropriate protocols of social distancing. Vendors that desire to attend the bid opening shall wait outside of the Administration Building Lobby until the time of the bid opening. Each bid must be accompanied by a certified check, cashier's check, or bid bond for of the amount of the bid, drawn on an incorporated bank or trust company, payable to the Township of Neptune, as guarantee that in case the contract is awarded to the bidder, he will, within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check. Bidders are required to comply with all applicable Laws and Regulations including P.L. 1975, C.127 (Affirmative Action) P.L. 1999, C.238 (Public Works Contractor Registration) and P.L. 1963, C. 150 (Prevailing Wages). Bidders are required to comply with requirements of NJSA 10:5-31., NJAC17:27(Affirmative Action), and Americans with Disabilities Act of 1990 (42 USC 12101, et seq.). The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids within such extensions of time as permitted by law. The Mayor and Committee reserve the right to reject any and all bids, or to waive any informality of any bid. |
