Description

Construction of a new wastewater treatment facility and raw wastewater pump station including consisting of new screenings, screenings washing and compacting equipment; new grit removal, dewatering, and pumping equipment; new raw wastewater pumps; fine bubble diffused aeration equipment and blowers for continuous inflow sequential batch reactor process; new continuous inflow sequential batch reactor process with decant flow equalization tank; waste activated sludge pumping equipment and piping; new aerobic sludge digesters and piping; blowers for aerobic digesters; new sludge storage tank and mixing equipment; ultraviolet (UV) disinfection system; new flow equalization basin and return pumping station, new administration building consisting of laboratory, offices spaces, control room, and garage; new electrical power and control equipment; new standby generation facilities; new gas, water, and electrical services; and other miscellaneous piping, electrical, mechanical, structures and equipment. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. Work under the proposed Project Contract shall be commenced within ten calendar days from the date of Notice to Proceed, and the work shall be completed on or before May 30, 2025,subject to any extension of time which may be granted by the Owner. The Contractors bid bond, certified check, or cashiers check shall be in an amount of 5% of the Contractors bid amount made payable to the Treasurer of the City of Plattsmouth, Nebraska. The certified or cashiers check may be cashed by the Owner, or the bid bond forfeited to the Owner as liquidated damages in the event the successful bidder fails to enter into a Contract and file an acceptable bond satisfactory to the Owner assuring the faithful fulfillment of the Contract and maintenance of said improvements, as required by law, within ten days after the acceptance of the Contractors bid. No Bidder shall withdraw his Bid for at least 30 days after the actual date of the receipt of bids. Contractor shall comply with Federal procurement standards set forth in the bidding documents to the extent that such standards apply to the work, and are required for the costs of such work to be eligible for FEMA reimbursement. To the extent applicable, Contractorshall ensure that each of itssubcontractors includes certain provisions and that each sub-contractors complete with the requirements set forth in each provision. Contractor and subcontractors shall provide evidence of System for Award Management (SAM) registration. DAVIS BACON ACT WAGE DETERMINATIONS: Contractors and subcontractors on USEPA federally assisted construction projects are required to pay their laborers and mechanics wages not less than those established by the U.S. Department of Labor. A current wage decision containing the appropriate building and/or heavy type rates is included in the specifications for bidding purposes. The prospective participants must certify by submittal of EPA Form 5700- 49, Certification Regarding Debarment, Suspension and Other Responsibility Matters, that to the best of its knowledge and belief that it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by any federal department or agency. NONDISCRIMINATION IN EMPLOYMENT: Bidders on this work will be required to comply with the Presidents Executive Order No. 11246. Requirements for bidders and contractors under this order are explained in the specifications. DISADVANTAGED BUSINESS ENTERPRISE (DBE): Each bidder must fully comply with the requirements, terms and conditions of the U.S. Environmental Protection Agency, Disadvantaged Business Enterprise (DBE) requirements, including the fair share objectives for disadvantaged business participation during the performance of this contract. The bidder commits itself to the fair share objective for disadvantaged business participation contained herein and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid. AMERICAN IRON AND STEEL PRODUCTS: On January 17, 2014, H.R. 3547, Consolidated Appropriations Act, 2014, was enacted. Section 436 of the Act requires that none of the appropriated funds may be used for the construction, alteration, maintenance, or repair of a public water system or treatment works unless all of the iron and steel products used in the project are produced in the United States, unless a waiver is provided to the recipient by EPA. Conditions for the waiver are found under the Information for Bidders. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The Owner reserves the right to reject any and all bids, to waive irregularities and informalities therein and to award the Contract in the best interest of the Owner.
