Description

For T-420 Lake Road Bridge Replacement CLARIFICATION DEADLINE: 2/2/2023 4:00 PM Contractor shall replace a 18-foot span by 20-foot long steel beam bridge with a 32-foot span by 36-foot long by 12 foot high precast concrete arch with pre-engineered precast footers on Lake Road over Elk Creek. Contractor shall purchase the precast arch and appurtenances from approved supplier and install the same. The arch itself, headwalls, wingwalls and wingwall footers will be precast concrete. Arch manufacturer will supply precast concrete forms for the arch foundations, within which Contractor will cast concrete in place. Contractor shall: install E&S measures, divert stream flows, protect existing utilities. Demolish and remove existing bridge, return selected components to Township, properly dispose of remainder. Excavate for foundations, arch, and wing walls, including bedrock. Set foundations into the bedrock and backfill with flowable fill. Install precast concrete arch, headwalls, wingwall footers and wingwalls. Place and compact stone backfill behind arch and wing walls. Stabilize the four bridge corners at the wingwalls with riprap. Regrade the gravel roadway. Set guiderail and signage. Control traffic, perform all necessary incidental work, provide all required appurtenances, and restore site to original condition. Bidders must be Prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project and must be provided with the bid package. Bidders must provide with their Proposal (or Bid) either a certified bank treasurer's check, or a certified cashier's check payable to the order of Elkland Township, or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non-Collusion Affidavit and a Public Works Employment Verification Form. The two apparent low bidders will be required after bids are opened to provide proof of prior experience and adequate resources to complete the project. The successful low bidder will be required to furnish fully executed original Proposal (or Bid) forms. Failure to fully comply with all bid requirements including, but not limited to, the above will be cause to reject a bid. Elkland Township will only accept bids from interested parties who have submitted bids electronically. Prospective Bidders may review the Conformed Project Manual through electronically, at the Township's office, and at Bassett Engineering's office, phone 570-368-2131, Monday through Friday. Bidders are advised that PA Prevailing Minimum Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of this project. The Township may hold all Bids and they shall remain irrevocable for 60 days from the date of opening for the purpose of reviewing the bids and verifying the qualifications of the Bidders prior to awarding the contract. The Township reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts. The successful Contractors will be required to furnish upon Contract Award a Performance Bond and a Payment Bond; each for one hundred (100%) percent of the contract price as bid. The successful Bidder, in accordance with the President's Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services.
