Description | The City of Eureka is requesting qualifications from firms to provide professional services for the potential establishment of Railroad Quiet Zones. Perform all necessary field and desktop work to become familiar with existing conditions. Analyze data and perform the necessary calculations to determine eligibility to propose various measures for the City's review, working with City staff and officials as required toward the development of alternatives. Prepare and present a report to the City identifying, (1) option(s) at each eligible location, (2) feasibility, (3) cost effectiveness, (4) potential impediments, (5) possible impacts on public and private property to implement necessary measures, (6) potential outside funding assistance opportunities, (7) projected implementation time frame(s), and (8) any known or potentially forthcoming changes to Railroad Quiet Zone requirements which could impact measures being contemplated. Following the City's review of the selected firm's final report, the City may opt to engage the selected firm to proceed with further analyses and preparation of applications and plans for submission to the appropriate entities for the proposed establishment of any Railroad Quiet Zones. Following are minimum submission requirements to receive consideration under this Request for Qualifications: 1. Overview of firm summarizing scope of services offered, firm history, equipment and facilities. 2. Summary of staff, as well as biographical and credential information as applicable. 3. If possible, identify the individual(s) within the firm that would be working the most with the City. 4. Summary of applicable insurance coverage for the firm No faxed, emailed or late proposals will be accepted. The City will not be responsible for proposals placed in the mail which do not arrive by the deadline. Proposals received before the time of opening will be kept by the City Administrator securely and unopened. Proposals received after the deadline will not be considered. The City of Eureka will evaluate and rank response to the Request for Qualifications based on the established selection criteria. The recommendation to award a contract will be contingent on the successful negotiation of contract terms. If a contract cannot be successfully negotiated with the selected firm at a fee schedule determined to be fair and reasonable, the City reserves that right to negotiate with another proposer. After the successful firm is selected, a proposed Ordinance to enter into a contract will be considered by the Board of Aldermen. The City reserves the right to reject any or all responses to this Request for Qualifications. The method of Contractor Selection has not been Determined at this time |
