This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only for Market Research purposes only, to assist the National Guard Bureau to gain knowledge of potential Concerns. This sources sought is UNRESTRICTED, all interested parties should respond. The Texas Air National Guard, 149th Fighter Wing, anticipates the solicitation and award of a Contract to provide non-personal construction services to construct a new 15,200 square foot 4-ship F-16 Mission Training Center (MTC) Facility located at Joint Base San Antonio - Kelly Field Annex, in accordance with applicable Federal, State and Local codes, Project Specifications, Project Drawings and Structural Interior Design. The magnitude of this project is estimated between $10,000,000 to $20,000,000 construction. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39,500,000 average annual revenue for the previous five (5) years. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Scope of work of this Military Construction (MILCON) includes the construction of a 15,200 square footage building and supporting infrastructure within an active airfield. Work will include demolition of existing pavement, all utility connections, construction of approximately 12,080 Square feet (part of the 15,200 total square footage) of secure area space in accordance with Intelligence Community Directive (ICD) & Intelligence Community Standard (ICS) 705, construction of new pavement, and installation of airfield compliant fencing. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Businesses who believe they can responsibly perform these requirements should complete and submit the Sources Sought Information Form to the Contract Specialist no later than the Response Date listed above. SUBMISSION REQUIREMENTS: Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY shall include the interested firm's name, address, point of contact, phone number, email address and Business size status. Interested firms must provide a brief capabilities narrative indicating their specific experience and associated Contractor Performance Assessment Reporting System (CPARS) for similar work of MILCON construction projects and ICD/ICS 705 Secure Area construction or Specialized Compartmental Information Facility (SCIF) construction. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract.
