Each proposal shall contain the full name and address of each person or company submitting the same and all parties interested therein and shall be accompanied by a Bid Guaranty and Contract Bond in the sum of 100% of the amount of the bid or a certified check in the amount of 10% of the bid, payable to the County Commissioners, as a guarantee that if the proposal is accepted, a contract will be entered into. The bond or check of all unsuccessful bidders shall be returned to them by the contracting authority immediately upon awarding the contract or rejection of all proposals. All proposals must be signed in ink. Facsimile or electronic transmissions are not permitted. Contractors will have access to the project area for the purpose of examination, measurement, and familiarization prior to bid submission by appointment only.
