Description | This is a PRESOLICITATION NOTICE ONLY, the solicitation with the specifications and attachments is expected to post within 15 days from this notice. This project is for a Total Small Business Set-Aside. The North American Industry Classification System Code (NAICS) is 238990 with a size standard of $16.5 million dollars. Description: The U.S. Forest Service for the Black Hills National Forest intends to issue a Request For Quotation (RFQ) to award a single, firm-fixed-price contract to construct living areas, tent pads (4), and picnic areas (2) located at the Strawberry Lake Campground near Deadwood, South Dakota. Work includes, but is not limited to, the Contractor furnishing all labor, materials, equipment, supplies, payment bonds, and incidentals to perform the work for this requirement in accordance with the specifications, terms and conditions, and provisions of the contract. Refer to the summary of work below for details. Summary of Work: - Mobilization - Removal of structures and obstructions - Aggregate subbass, grading E, compaction B - Aggregate subbase, grading U, compaction B - Construct tent pads (treated structural timber and lumber) - Construct steps (treated structural timber and lumber) - Furnish and Install closure barrier, type rock, 1 CY each Optional Work Items: - Aggregate subbase, grading E, compaction B - Treated structural timber and lumber ** This is a summary of work only, it is not a schedule. The schedule will be provided with the soliciation. ** Referenced Specifications: The Standard Specifications for the construction for the Strawberry Lake Tent Pads shall conform to the specifications in the "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, U.S. Customary Units" publication FP-14, 2014 Edition. This publication may be obtained from: https://flh.fhwa.dot.gov/resources/specs/ in either Microsoft Word (.doc) or Adobe Acrobat (.pdf) format. Project Location: The project area is located approximately 5 miles South of Deadwood, SD 57732. Take Highway 385 to the Strawberry Lake Campground; follow Forest Service Road (FSR) 760 for 0.3 miles to the site. Magnitude of Construction Project: The magnitude of this Construction Project (IAW FAR 36.204) is between $25,000 and $100,000. Contract Time: It is estimated that once the contract is awarded, a notice to proceed (NTP) for materials will be issued. Work is expected to begin on or around September 15, 2022. The Contractor shall begin work within 10 calendar days after the effective date on the notice to proceed. The contract time is 100 calendar days from the effective notice to proceed; all work must be completed by May 30, 2023. The contract time stated for completion shall include final cleanup of the premises. The Government will issue a notice to proceed once weather and ground conditions are favorable for work. The contract time will count from the date specified on the notice to proceed and run continuously with no shutdown upon favorable ground and weather conditions. The Contractor shall maintain a rate of progress which will assure completion of work within the specified contract time. Unfavorable weather and ground conditions: The contract may be suspended by the Government if a written notice to suspend (NTS) is issued due to unfavorable weather and ground conditions; no contract time will be counted against the contract if work is suspended. A written notice to resume (NTR) work will be issued by the Government to the Contractor. The contract time will resume from the last day of work performed by the Contractor prior to the effective notice to suspend work. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
