Description

The Mission and Installation Contracting Command (MICC) is requiring a project that will provide the labor, equipment, and material to renovate building 3702 on Fort Sill, OK. Demolition and renovation shall be done in accordance with the contract drawings and specifications. Renovation of building 3702 to Advanced Standard Training (AST) shall be done in accordance with the contract drawings and specifications, to include Seismic Retrofit and Progressive Collapse Retrofit. All work at Fort Sill must comply with the most current revision of the Unified Facilities Criteria (UFC). Building 3702 was originally designed in 1999 and constructed in 2002. Each of its three stories encompasses approximately 4,123 enclosed square feet. The gross enclosed area of the facility is approximately 12,370 square feet. From the first-floor slab to the top of a crawl space, the building is approximately 40' high. The facility consists of three levels sitting on top of a crawl space, with an attic containing mechanical equipment. The building horizontal circulation relies on exterior open terraces enclosing the living spaces. The mechanical spaces servicing the building are in the center and accessible through a breezeway are small because the HVAC system is based on water-to-air heat exchange units serviced by a central plant in the neighboring community building to the north. Besides those on each floor, there are electrical equipment rooms as well as common mud and maid rooms. The proposed remodel of building 3702 complies with applicable criteria including UCF and AST. The proposed interior layout makes small but meaningful tweaks to the existing plans. North American Industrial Classification System (NAICS) Code 236220 is applicable to this acquisition. The applicable size standard is $45 million. The Government will be limiting competition to eligible 8(a) participants under an Invitation for Bid (IFB) using procedures outlined in the Federal Acquisition Regulation (FAR) Part 14. The period of performance is 270 calendar days after the date the contractor receives the Notice to Proceed. It is anticipated that this requirement will be awarded as a firm fixed price type contract. North American Industry Classification System (NAICS): 236220 - Commercial and Institutional Building General Contractors Product Service Code: Z2FC - Repair or Alteration of Troop Housing Facilities This Acquisition is under the authority of 10 United States Code (U.S.C.) 2304(c)(5), Section 8(a) of the Small Business Act (15 U.S.C.) 637(a)(1), and in accordance with the Partnership Agreement (PA) between U.S. SBA and the Department of Defense (DoD) for a competitive 8(a) single award. Funds are not presently available for this acquisition. No contract award w ill be made until appropriated funds are made available. Funds are expected to become available on or before 30 September 2023. Therefore, proposal submitted in response to this Invitation for Bid (IFB) must remain firm for 120 calendar days.
