Description | No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to the PVSC in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000, executed by a Surety Company duly authorized to do business in the State of New Jersey. The successful Bidder must furnish a 100 percent construction performance bond and a 100 percent construction payment bond, a maintenance bond, and an environmental maintenance bond with a surety company acceptable to the Owner. Complete instruction for preparing Bids and required bonds are included in the Bidding Documents. Work to be performed under Contract No. B103A includes furnishing all labor, materials, supplies, equipment and other facilities required by the Contract Documents for the modernization and rehabilitation of the PVSC Wallington Pumping Station. Work includes, but not limited to the replacement of the aging vertical long-shaft driven suction lift pumps with new suction lift pumps having long-coupled 150 HP motors; replacement of the load resister banks with VFDs; replacing the electrical equipment; installation of new control panels and instruments for the building and pumping station; constructing a rock/gravel trap for their removal on the 54" influent sewer; installing comminutors, and reconditioning the existing wet-well. Additional work includes bringing the building into compliance with current codes; reconfiguration of the interior spaces of the building by replacing and relocating the existing generator and electrical equipment, demolishing unused interior spaces to allow for the construction of a break room, new restrooms and locker room with shower; construction of a new SCADA control, reconstructing the main entrance stairs, construction of an access ramp, replacing the exterior windows and doors, replacing the interior doors, re-roofing the building, repairing the building parapets, repointing the brick, and waterproofing the building. Interested parties and members of the public will be able to listen to the pre-bid meeting and participate during the appropriate public question and comment section by contacting PVSC's Senior Civil Engineer, Eric Granholm, P.E. at 973-817-5802 for information on accessing the pre-bid meeting through aforementioned application. All Bidders and their subcontractors of any tier listed in the bid documents pursuant to N.J.S.A. 40A:11-16, shall be registered with the New Jersey Department of Labor and Workforce Development pursuant to the Public Works Contractor Registration Act, N.J.S.A 34:11-56.48 et seq. A copy of the Bidder's registration certificate is recommended to be provided with each bid; but the certificate must be submitted prior to award of the Contract. The Contract is expected to be funded in part with the funds from the NJDEP and the NJEIT and is subject to availability of funds. Neither the United States nor the State of New Jersey, the NJEIT, nor any of their departments, agencies, or employees is, or will be, a party to the Contract or any lower tier contract or subcontract. The Contract or Subcontract will be subject to regulations contained in N.J.A.C. 7:22-3.1 et seq., 4.1 et seq., 5.1 et seq., 9.1 et seq. and 10.1 et seq., Local Public Contracts Law, Department of Labor and Workforce Development Current Wage Rate Determination, Prevailing Wage Act, Contract Work Hours and Safety Standard Act, Copland Act, Davis Bacon Act, Buy American Clause, Debarment and Suspension, and Socially and Economically Disadvantaged (SED) (N.J.A.C. 7:22-9.1 et seq.). Pursuant to N.J.S.A. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127. All bidders are encouraged to include a commitment to the use of small, minority, women's and labor surplus area businesses and shall be in conformity with N.J.A.C. 7:22-3.17(a)(24) and 7:22-4.17(a)(24) with a goal of not less than 10% participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED's).
