Description

Base Bid A (DIP) - Mark Cerrone Inc - $4,383,587.00 Base Bid B (PVC) - Mark Cerrone Inc - $4,234,787.00 DWSRF 18588 The project consists of furnishing and installing approximately 6,100 feet of 8-inch water main so that existing water main can be abandoned along Whitney Avenue. New main to be located underneath existing sidewalk. Work includes interconnections, service lateral reconnections, new hydrants, new valves, curb replacement, replacement of concrete sidewalk and ADA ramps, valve & hydrant abandonment and tree removal. Bids to be provided for ductile iron and polyvinyl chloride pipe. Material to be selected after Bid Opening. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on May 8, 2023, at the office of the Engineer to the attention of Project Manager, Seth Krull via email: skrull@CPLteam.com. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on May 11, 2023, from the office of the Engineer. MBE (10%), WBE (20%), DVBE (6%) The Work will be substantially completed by May 31, 2024 ; Final completion- August 31, 2024 1. The General Contractor shall be subject to non-payment of items for non-compliance with contract requirements for maintenance and protection of traffic, restoration of surfaces and erosion and sediment control, as outlined in Supplementary Conditions of this Contract Document. 2. This contract shall include all work set forth in the plans and specifications required to complete the improvements described. The descriptive narrative prepared for the contract has been structured to define the general work required. There is no intention, either implied or otherwise, that these narratives accurately or completely list all items of work to be undertaken as part of the contract. Any necessary work which is not specifically described in the contract documents shall be included in the contract. Where used herein, the words "included" or "including" shall mean "including but not restricted to". The contract shall include all labor, material, equipment, and other expenses required to perform the work specified. Work shall be performed in accordance with all applicable permits. 3. The work will be in close proximity to existing underground utility lines, sanitary sewer mains, watermain, electric lines and force mains, storm drainage structures, sanitary manholes and other structures. The Contractor shall notify all utilities at least two days prior to any excavation. The Contractor shall fully familiarize himself with all existing piping and underground facilities. The Contractor shall protect existing facilities. The Contractor shall utilize every precaution to protect such structures and utilities from any and all damage, with the understanding that all damage shall be repaired or replaced as directed by the Engineer at no additional cost to the Owner. 4. The Contractor shall provide and install all suitable signs, barricades, and other protective devices for the maintenance and protection of traffic for the proposed work. The minimum standards shall be as set forth in the National Manual of Uniform Traffic Control Devices and the NYS Supplement. The Maintenance and Protection of Traffic devices shall be installed to the satisfaction of the Engineer for the duration of the Contract. 5. The Contractor and Subcontractors shall ensure that the work area is adequately secured with temporary fence and other safety devices whenever work is unattended in order to protect the public. 6. Temporary drives shall be furnished as necessary during construction. 7. The Contractor shall protect all existing features, utilities, or structures for the duration of the contract. The Contractor shall provide all shoring and bracing necessary to protect existing features. Damage to existing features, utilities, or structures as a result of work under this contract shall be replaced by the Contractor at no additional cost to the Owner. Items temporarily removed, with the Engineer's approval, shall be replaced in-kind upon completion of the project and to the satisfaction of the Owner. 8. All temporary easements, not shown on the plans, shall be obtained by the General Contractor as necessary prior to start of work. 9. The Contractor shall provide erosion control and dewatering to the satisfaction of the Engineer for the duration of the contract. 10. Easements for work on private property or on property outside of local, county, or state highway rights-of-way have not all been obtained. The Owner will attempt to obtain the required easements prior to the start of construction. However, if an easement(s) has not been obtained, the Contractor will be required to skip over the area until the easement(s) has been secured. 11. All costs for 1-10 above shall be included in the appropriate bid items. B. General Contractor 1. The Contractor shall video record the limits of the project and work area prior to start of work. Four (4) copies of the Engineer-approved video recording shall be furnished to the Engineer, Owner and NYSDOT prior to the start of work. The cost shall be included in the cost of the Mobilization bid item. 2. The Contractor shall complete all work as shown on the Contract Plans. The work consists of the installation of underground 6 and 8-inch PVC or DIP water mains; installation of water main appurtenances including gate valves, corporation stops, tapping saddles, HDPE services to curb stops, curb stops and boxes, hydrant assemblies, connections to existing water mains, and horizontal directional drilling under State and County Highways. In addition, the project includes all restoration and erosion and sediment control. 3. The Contractor shall furnish and install various diameter water mains including trench excavation, backfill, pipe testing, pipe disinfection, furnishing and installing sampling/disinfection taps, furnishing and installing blow-off assemblies, furnish and installing automatic flushing devices, and surface restoration, as shown on the contract plans and/or as directed by the Engineer. All work shall be completed within the existing rights-of-way or temporary or permanent easements. The location of the water main as shown on the contract plans may be modified, with approval of the Engineer, in order to protect existing facilities. The Contractor shall provide all fittings, adapters, and pipe specials required to complete the work. 4. The Contractor shall furnish and install State and County Highway crossings via horizontal directional drill methods, no open cutting of State and County Highways shall be allowed. 5. The Contractor shall furnish and install new gate valves along the new water main as shown on the contract plans. 6. The Contractor shall furnish and install new hydrant assemblies along the new water main as shown on the contract plans. Assemblies shall include hydrant, valve, restrained joint pipe, and tee. 7. The Contractor shall furnish and install new services. Services shall include corporation stop with saddle, DR-9 HDPE tubing, and curb stop and box. Contractor shall furnish and make all connections to existing services prior to substantial completion. 8. The Contractor shall furnish and install services including trench excavation, backfill, and surface restoration. All services which cross the pavement and State and County Highway rights-of-way shall be installed by boring, drilling, missiling, or tunneling under the pavement. Open cuts will not be allowed in pavement areas on State and County Highway rights-of-way. 9. The Contractor shall be responsible for locating existing water services during the installations of new water service to make connections. 10. The Contractor shall complete all water main connections at the locations shown on the contract plans. The connections shown assume wet and/or dry connection to existing water mains. However, with Engineer's approval, alternative methods of connecting to the existing water main will be considered. project no- R21.16265.00
