Description

*As of August 2022, a construction manager has been awarded and construction is underway. The Guadalupe-Blanco River Authority (OWNER) is accepting proposals from qualified firms to provide Pre-Construction and Construction Services using a Construction Manager at Risk (CMAR) construction delivery method for the construction of the Sunfield Wastewater Treatment Plant (WWTP) Expansion (Project). OWNER intends to award one contract to the most qualified firm. All qualified firms including Small, Minority, and Woman-Owned Businesses are encouraged to submit proposals in response to this invitation. Questions will only be able to be asked until 10/15/2021 2:00:00 PM CST QA Expiration Date has changed from 10/15/2021 2:00:00 PM CST to 10/29/2021 2:00:00 PM CST The CMAR will provide construction means, methods, sequencing, scheduling, preparation ofsubmittals,subcontractor and construction coordination, and selection ofsubcontractors to perform the work. Notwithstanding the foregoing, for portions of the work to be selfperformed, the requirements set forth in Government Code Section 2269 shall govern. These services will be provided in accordance with the CMAR Services Agreement and Construction Contract and Contract Documents. A draft CMAR Services Agreement and Construction Contract is anticipated to be included by Addendum to this RFP. Provide qualified full-time site supervision and management of trade subcontractors to meet or expedite the defined project schedule and meet the goals set forth in this RFP. Provide cost controls and change order documentation for the Owner and Design Engineer to review and approve. CMAR cost documentation shall be retained and provided to OWNER upon request. Provide storm water management and best management practices (BMP) maintenance forthe site complying with State, County, and local regulations. Provide construction scheduling, progress meeting attendance, and reporting according to Contract Documents and federal or state requirements. Process all job documentation through an established document management and control system. Conduct startup and commissioning processes outlined in the Contract Documents including but not limited to: Equipment and facility testing and startup Coordination of vendor training Provide operator training Provide project closeout and services needed during the warranty period. Provide geotechnical and materials testing in accordance with the Contract Documents. Perform value engineering and constructability review on design development submittals in conjunction with OWNER and the Design Engineer. Procure equipment and subcontractors via open book negotiation and bidding procedures pursuant to applicable law. Secure necessary construction permits. Construct the Project. Provide one-year warranty coverage from final completion. Where CMAR is self-performing the work, provide Performance and Payment bonds based on GMP. Where a subcontractor is performing the work, provide OWNER with a copy of the Performance and Payment bonds submitted by the subcontractor.
