Description

The Vaccine Production Program Laboratory (VPPL) has a requirement for the pick up, removal and disposal of DOT Class 6 -Toxic substances and Infectious substances with divisions of 6.1 and 6.2 (biological, medical, infectious) hazardous waste (also referred to as “red bag waste”) from the Vaccine Production Program (VPP) within the Vaccine Research Center, 9 West Watkins Mill Rd, Gaithersburg, MD 20878 twice weekly on non-sequential days. This does not include chemical waste. The current annual average pick-up is 2,566 boxes, with a weekly average of 25 to 40 boxes, each with two biohazard bags per box. Each bag must be closed independently with a zip tie. Occasionally the requirements include waste that does not fit into the biohazard boxes. These waste materials require shipping in a 55- gallon poly drum. The vendor must ensure that the weight of each box or drum does not exceed the weight limit imposed by their chosen disposal facility. Any fees that accrue as a result of overweight boxes or drums will not be reimbursed by the government. In addition to the pickup, removal and disposal of biological hazardous waste, the vendor must provide the following materials: all necessary biological hazardous waste boxes (17” x 17” x 24”), red biohazard bags, zip ties, labels, and 55-gallon drums. In addition to pick up, removal and disposal of hazardous waste, the vendor must: create all DOT shipping papers including hazardous waste manifests to be sent to TSDF (Hazardous Waste Treatment, Storage and Disposal Facilities); provide labels for all boxes with the MDE Special Medical Waste (SMW) numbers ; review all packaging, labeling, and markings on items to be shipped; provide bi-annual reports of waste shipments if requested; and provide and track the paperwork back to the originator (NIH/VPP) from the TSDF. The vendor shall provide a quote that includes the following line items. Each line item includes the materials necessary to pick up, remove and dispose of the waste, as described in the preceding paragraph. • Biological hazardous waste box removal: 2,600 boxes • Optional biological hazardous waste box removal of 100 additional boxes (10 options of 100 boxes each) • Biological hazardous waste removal in 55-gallon drums: 6 drums • Optional biological hazardous waste drum removal of 2 additional drums (6 options of 2 drums each)
