provide consulting/professional services in order to conduct a condition assessment and possible repair and maintenance of the wastewater force main pipes, including but not limited to membrane concentrate pipes, within their service area. PBCWUD owns and operates approximately 600 miles of wastewater force main ranging in size from 4 inches to 54 inches in diameter with various pipe materials like polyvinyl chloride (PVC), ductile iron pipe (DIP), prestressed concrete cylinder pipe (PCCP), high density polyethylene pipe (HDPE), and asbestos-cement (AC) with approximately 941 wastewater pump stations. The professional consulting services needed include, but are not limited to, the following: Survey including easements, Sub-Surface Utility Explorations, Geotechnical Investigations (e.g. soil survey, corrosion analysis), Environmental Assessment (e.g. Phase I and/or Phase II audits, Cultural/Historical Resources, Ecological Resources, Endangered Species), Field Testing, Studies and Reports, Stakeholder Coordination, Public Outreach, Hydraulic Analysis and Modeling, Permitting, Cost Estimating, Value Engineering, Asset Management, Engineering services during planning, evaluation, design and/or construction The proposed evaluation will determine the condition of the force main within PBWUD`s service area. The scope for this project includes, but is not limited to, the following: Review as-built construction drawings, technical specifications and previous reports Review operating conditions Perform hydraulic analysis and modeling including valve criticality assessment and surge analysis Determine the best method to verify force main physical condition (e.g. pipe wall assessment, internal and external corrosion, lining condition and joint defects) Perform field assessment of the force main Determine force main service life Recommend any repairs and improvements Prepare emergency response planning Design Utility Construction Construction Management Repair and/or maintenance of the force main The qualified firm shall include a contractor who shall perform repair and/or maintenance of the force main. The project budget for professional consulting, engineering, field testing, assessment and all other services is estimated to be $30,000,000-$40,000,000
