No proposer may withdraw its proposal within forty-five (45) days after the due date for proposals. Pursuant to Chapter 308 of the Laws of the County of Westchester, it is the goal of the County to use its best efforts to encourage, promote, and increase the participation of business enterprises owned and controlled by persons of color or women - Minority Business Enterprise (MBE) and Women Business Enterprise (WBE). The successful proposer, no matter the amount of its proposal, will be required to furnish a Performance and Payment Bond in the amount of seven and one-half million dollars ($7,500,000) with its signed contract.
