Description | The CMAR will enter into multiple contracts to provide pre-construction and construction services. Some phases of work may occur simultaneously. More specifically, the City anticipates the following phases of work to be contracted with the selected CMAR: 1.Pre-construction services; 2. Procure existing pump and components replacement (GMP 1); 3. Disinfection system and PFA treatment system addition and site expansion and electrical and instrumentation upgrades (GMP 2), and, 4. The anticipated phases of work and GMPs may be changed to accommodate City needs as the project progresses. During pre-construction the CMAR will participate in constructability reviews, address phasing challenges, seek out value engineering opportunities, and will develop construction cost models. The CMAR’s cost models will be updated as the design progresses. Pre-construction Services by CMAR may include the following: 1. Provide detailed cost estimating and share knowledge of market conditions; 2. Provide project planning and scheduling; 3. Provide alternate systems evaluation and constructability studies; 4. Advise the City of ways to gain efficiency in project delivery; 5. Advise the City on sustainable construction practices; 6. Provide long-lead procurement studies and possibly initiate procurement of long lead items; 7. Assist in the permitting process, and, 8. Protect the City’s sensitivity to quality, safety, and environmental factors. Construction Services by the CMAR may include the following: 1. Construct the designed well improvements and equipping efforts; 2. Coordinate with various City departments and other agencies, utility companies, Tempe Market Place management and tenants that may be impacted and similar entities; 3. Effectively manage project phasing; 4. Arrange for procurement of materials and equipment; 5. Schedule and manage site operations; 6. Bid, award, and manage all construction related contracts and subcontracts while meeting the City bid requirements including health insurance provisions; 7. Provide quality controls; 8. Bond and insure the construction in accordance with City requirements; 9. Address all federal, state and local permitting requirements; 10. Deal with owner’s issues including public information, resident concerns, safety and traffic issues; and, 11. Maintain a safe work site for all project participants. |
