Description

Fire Damper Inspection All questions must be submitted to heather.clemons@va.gov and received no later than 12:00pm MDT on 04/24/2023. An amendment will be posted no later than 3:00pm MDT on 04/26/2023 with answer to the submitted questions. All offers must be submitted to heather.clemons@va.gov and received no later than 5:00pm MDT on 05/01/2023. In order for offer to be considered, clause 852.219-75 MUST be completed and signed. Estimated period of performance: Base Year 05/15/2023 - 05/14/2024 US DOL Wage Determination 2015-5405, Revision 19 applies to this solicitation. Fire Alarm and Fire Sprinkler Services Contract I. SCOPE OF WORK. Contractor shall provide Complete testing of approximately 300 fire smoke dampers and replace all fusible links. Contractor will be measured on meeting the objective and standards called out in this SOW. II. SPECIFIC REQUIREMENTS. A. Services 1. Inspect, Test, and validate all fire smoke dampers in the Cheyenne VA Medical Center. To be completed by April 2023. Validation will require marking all location on a site plan to ensure all dampers have been inspected and tested. 2. In order to ensure that they will operate properly when needed, federal certification requirements mandate that fire and smoke dampers in healthcare facilities undergo routine maintenance [see NFPA 101(12), Sections 18/19.5.2.1 and 9.2.1]. 3. NFPA 90A(12), Sec. 5.4.8.1, requires fire dampers to be maintained per 2010 NFPA 80 Sections 19.4 and 19.5 and smoke dampers to be maintained per 2010 NFPA 105 chapter 6. undergo maintenance to include: a. Operation of the dampers to ensure that they fully close b. Removal of all fusible links and replacement of all fusible links c. A check of latches, if provided d. Lubrication of all moving parts as necessary e. Written documentation must be prepared showing that all dampers were properly tested and maintained and were found to function as required. i. Documentation shall provide a location of each damper, the type of damper, the size of damper, and indicate pass or fail. ii. A note will be required of all failed dampers indicating the problem during the test. III. PERIOD OF PERFORMANCE: Contract shall allow 20 working days from notice to proceed for full completion including reports and documentation. IV. QUALIFICATIONS. All plumbing, HVAC, and electrical work that pertains to fire protection system shall be performed with the oversight of a licensed and competent journeyman of that trade. V. ACCEPTANCE OF WORK. All maintenance and repairs shall be approved by the designated COR for the project. VI. COMPLIANCE. The contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules and regulations. The contractor shall follow life and safety codes and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes; example: lockout/tagout. All work for the duration of the contract shall be performed by certified trained technicians. VII. CONTRACTOR EMPLOYEES. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Example: wearing of distinctive clothing such as uniform, badges, patches, etc. VIII. ESCORT AND SECURITY POLICE CHECK-IN. All contractor personnel working onsite at the VA facility shall check in and out with VA Police dispatch. Access to work areas, and performance monitoring, will be provided by VA Facility Management Service personnel.
