Description

INVITING STATEMENT OF QUALIFICATIONS (SOQ) that County of Los Angeles (County) Internal Services Department (ISD) is seeking to prequalify Bidders for Best Value Job Order Contracting (JOC). Upon the adoption of the prequalified Bidders list, the County will use the list to seek Best Value Bids for JOC. JOC is an indefinite-quantity contract for repair, remodeling, or other repetitive work to be done according to unit prices that have established unit prices found in a Construction Task Catalog (CTC) that is approved by the County Board of Supervisors. JOC may be used for projects at any location in Los Angeles County, or at any facility under the jurisdiction of Los Angeles County, including health facilities, secured and detention facilities for Court, Sheriff, Probation, Health Services and Public Health departments. The purpose of the Part A SOQ is to provide the County with information to prequalify the Bidders and to determine if a Bidder is responsible and meets the minimum qualifications to satisfactorily perform the anticipated work. Used in this context, the term Responsible has reference to trustworthiness, as well as quality, fitness, capacity, experience, and ability of the Bidder to satisfactorily perform the work. Prospective Bidders must submit an SOQ prequalification questionnaire. Completed questionnaires are not deemed public record documents. Those Bidders who are prequalified during this process will be eligible to submit bids for Best Value JOC. The Contracts will be awarded to the responsible and responsive Bidder whose bid is determined by the County to provide the County with the best value. There is no guaranteed minimum quantity or value of work which will be ordered under any of the JOCs listed below; nor is there a minimum value for individual Work Orders issued under any of the JOCs listed below. The maximum amount that may be ordered under JOC184BV, EJOC54BV, ROOFJOC16BV, ROOFJOC17BV, and HVACJOC22BV is $3,000,000, adjusted annually to reflect the percentage change in the California Consumer Price Index, for the 12-month contractual period. These particular JOCs may be extended by supplemental agreement for two subsequent annual terms, and the monetary amount for each such annual term shall not exceed $3,000,000, adjusted annually to reflect the percentage change in the California Consumer Price Index, for an aggregate maximum contract term of three years. The maximum amount that may be ordered under JOC183BV, EJOC53BV, LVJOC4BV, and PLUMBJOC10BV $1 million, adjusted annually to reflect the percentage change in the California Consumer Price Index, for the 12-month contractual period. These particular JOCs may be extended by supplemental agreement for two subsequent annual terms, and the monetary amount for each such annual term shall not exceed $1,000,000, adjusted annually to reflect the percentage change in the California Consumer Price Index, for an aggregate maximum contract term of three years. Contracts are anticipated to be awarded for the term of 2023 - 2026. SOQ SUBMISSION AND DUE DATE The SOQ will be available to the public on July 18, 2022.
