Description

As of September 27, 2022. The project is expected to be awarded sometime in October. The last day for questions is August 4, 2022. The last date an addendum will be issued is August 8, 2022. A pre-bid meeting is not scheduled but may be set if determined necessary. The work to be performed consists of 2500 LF of pedestrian facility enhancements at 6 locations along Main Street and Central Avenue. The work includes curb and gutter, sidewalks, pavers, ADA ramps, landscaping, pedestrian lighting, and other unique features. All work under this contract shall be done in accordance with the Georgia Department of Transportation Standard Specifications, Construction of Transportation Systems, 2021 Edition (hereinafter referred to as GDOT Specifications), and applicable special provisions and supplemental specifications. The applicable GDOT Specifications govern over any conflicting requirements that may be found in the Sponsor/Contractor Construction Agreement, General Conditions, and Supplemental General Provisions. All work shall be completed within 270 calendar days from the Notice to Proceed. Work is expected to begin within 10 days of the Notice to Proceed. Each bidder shall be required to demonstrate their ability to meet the schedule as a part of the bid proposal process (Section 01135 Bidder's Qualifications). Liquidated damages shall be assessed per Section 108.08. Bidders submitting bids over $2,000,000 shall be prequalified with the GDOT. Bidders submitting bids $2,000,000 or less shail be prequalified or registered subcontractors with the GDOT. Failure to demonstrate this capability shall be grounds for rejection of the bid proposal. Bids must be accompanied by a Bid Bond on the form included hereto and shall be secured by a surety company, certified check or cashier's check in an amount equal to at least 10% of the amount of the bid. The performance bond is to be 100% of the contract amount and the payment bond is to be 110% of the contract amount to conform with GDOT specification 103.05 and other sections of the bid document. The bid proposal may not be withdrawn for 120 calendar days after the bid opening date. he City of Fitzgerald reserves the right to reject any and all bids and to waive any informalities in the bidding. Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title Vi of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standard Act. All required front-end documents shall be completely executed and submitted with bid package. There is a 11% DBE GOAL for this project and this goal must be shown in Bid Documents. The City of Fitzgerald in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
