Description | The City of Key West is soliciting proposals to stabilize and ultimately redevelop the former Keys Energy Services KEYS Diesel Plant with connected buildings located at 101 Geraldine Street, 709 Fort Street and 100 Angela Street. The City of Key West has disclosed in the attached reports that the Premises was previously a diesel plant in which Hazardous substances were kept. Industrial Remediation Hazardous substance removal and/or disposal, environmental remediation, or mitigation shall be the responsibility of the proposer. However, the City will assist with identification of potential grants to remediate the site through in-kind professional services. Proposals should demonstrate expertise in managing brownfield/industrial remediation projects through examples of successfully completed projects and experience of key personnel. Demolition of buildings 3b and 5 to create a pedestrian corridor on Fort Street between Angela and Geraldine Streets. A new elevation must be designed and built for the new exposed west elevation of Building 3a. Selected partner shall stabilize and watertight the buildings in the first two years after contract is signed. The proposed adaptive reuse plan shall retain as many of the existing machines in place or inside of the buildings; if a machine is proposed to be removed it must be kept in a surrounding area from the site. At a minimum, the partner shall retain the following machines: dynamo in Building 1, the Nordberg dynamo in Building 4, and at least one of the two machines in Building 2. All rehabilitation work must be in accordance with best practices in historic preservation for masonry buildings, HARC Guidelines and the Secretary of the Interiors Standards and Guidelines for Rehabilitating Historic Buildings. The City conducted four community workshops discussing the future development of the Diesel Plant. The City is seeking proposals for a mixed use facility that minimizes parking and traffic impacts. The City of Key West is committed to preserving the historical components of the Diesel Plant buildings. A successful proposal will integrate the Diesel Plant with the surrounding Truman Waterfront Park, as well as the community. Upon acceptance of a proposal by the City Commission, the City of Key West will work with awardee on grants and funding opportunities to support in the remediation, historic preservation, and development of the Diesel Plant. |
