Description

As of December 07th, 2022, project has not been awarded. It is expected to be awarded sometime after December 13th. The objective of the project rehabilitate brick sewers and laterals on Oak, Fell, Cole, Divisadero, Stanyan Street, and 7th Avenue. The work is to be performed in San Francisco, California. Attendance of remote attendees will be completed at the end of the pre-bid meeting. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 4.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. The LBE subcontractor participation requirement for this Contract is less than 20% for the following reasons: The main purpose of the project is to rehabilitate 6,500 LF of sewers on 7th Ave, Oak Street, and Fell Street. The existing sewer lines are constructed of 3x5' brick sewers, and some 6/8" VCP laterals. The CIPL rehabilitation method is a great option for areas where digging/trenching would be disruptive and impractical. The liner is inserted and using steam/water/UV, the liner is cured and forms a replacement pipe. This is specialty work that only specific Contractors with specific qualifying experiences can perform. In addition, the lining of the laterals requires a special subcontractor who can use this same technique but on a much smaller scale. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award.
