Description | The Scope of Work required under this Request for Proposal includes all labor, materials, equipment, and services required for the construction of the Old Towne Creek County Park - Phase 1 Development improvements, including costs of all permits, City of Charleston DRB final staff review/approvals and design for the Pre-Fabricated Building, coordination with utility companies, coordinating and facilitating on-site preconstruction meetings with the City and CWS and other regulatory agencies as needed, and in compliance with all state and local codes and construction of the project, as applicable. The project construction work scope includes, but is not limited to: o The renovation of one (1) existing former residential building, to include exterior and interior improvements o Construction of a restroom/open air pavilion building o Replacement of two (2) existing stable building roofs o Construction of a boardwalk o Re-construction of an impoundment dike and water control structure o Construction and installation of a playground, with associated equipment (Alternate 1) o Construction of an elevated observation deck (Alternate 2) o Construction of a maintenance compound (Alternate 3) o Construction of a roof addition at an existing stable building (Alternate 4) o Installation of new gutters, downspouts, and gutter covers at the Main House (Alternate 5) o Site work, including the construction of: o A new deceleration / turning lane on Old Towne Road o A new paved asphalt vehicular entry o Pedestrian entrance improvements on Old Towne Road o A ten-foot (10') wide concrete shared-use path on Old Towne Road o Concrete sidewalks o Paved and pervious paths for pedestrian use o Pervious driveways for vehicular use o Detailed landscaping; o A demonstration garden area o Reconstruction of an existing impoundment o Drainage and grading o Water and sewer service installation o Conduit for fiber optic cabling o Site lighting o Fencing o Tree protection o Tree removal o Landscape work, including: o Irrigation o Above-ground rainwater collection tank o Planting plants and trees with groundcover or mulch o Rain garden/boulder/rock slabs o Miscellaneous Specialties, including: o Purchase and install all Site furnishings o Purchase and install playground (see Alternate 2) o Signage (entry monument, site wayfinding, building, and offsite directional) o Metal gates with electronic operators/controllers o Brick columns o Hardscape specialties, including brick paving, crushed granite paths, trench grates, pervious concrete o Engraved granite o Surveying requirements (preconstruction and post construction): o Prior to construction, it is the responsibility of the contractor to stake out any areas of conflict with known archaeologically-sensitive areas, within the areas of disturbance o Location / layout of buildings, trails, roads, playground and existing features and other items as needed to complete project o As-built plans, including new features, especially underground utilities and valve cards o Boardwalk through critical areas (ORCM) o Flood elevation certificate o Verify control point(s) with the surveyor of record o Contractor to supply As-Builts per CWS Requirements o Contractor to coordinate with Engineer of Record on close-out documents o As-Built drawings of all new underground utilities constructed for the project o Contractor to prepare easements to convey water and sewer infrastructure to Charleston Water Systems (CWS) o SWPPP Inspections are provided by the project engineering consultant: o Contractor to coordinate with engineering consultant(s) o Contractor to supply As-Builts per City of Charleston Stormwater Requirements o Special inspections and testing services are provided by the project engineering consultant: o Per 2018 International Building Code (IBC), Chapter 17 o Archaeological observations: o Contractor to coordinate with project A/E consultant prior to disturbance of archaeological sites o Contractor to follow OCRM Coastal Zone Consistency conditions for late discoveries. See construction drawings for details o Fees: o Utility Tap / Impact fees o Project / building permit fees o Business licenses, etc. o Codes & Standards: o All project work shall be done in accordance with all applicable codes and standards, including, but not limited to: 2010 American Disabilities Act Standards for Accessible Design, International Building Code, Local Codes, and Manufacturers' Recommendations. Project Completion: Substantial Completion shall be attained within twenty-three (23) months from NoticeTo-Proceed. Contractor shall reach Final Completion thirty (30) days after Substantial Completion. Rain Days will be in accordance with contract clause 5.8.3. |
