Description | The mechanical work for this project includes the replacement of thermal mixing valves on domestic hot water heaters at the Silver Ramp, the installation of a domestic water meter at the Delta Building B, the installation of domestic water surge tanks at Terminal 1, the replacement of duplex pumps and controls at ARFF-1, and the relocation of a damaged underground storm pipe at the EMC located at Concourse C of Terminal 1. The Electrical work includes items associated with the duplex pumps and domestic water mixing stations. The Controls work includes graphics and a custom panel for the duplex pumps. The General work includes slab cutting and patching as well as filling of void spaces beneath a slab. Consistent with Minnesota Statute, Section 473.144, MAC may not accept a bid or proposal for a contract or execute a contract in excess of $100,000 with any business unless said business is in compliance with certain requirements concerning affirmative action plans. Evidence of compliance must be submitted within (1) one MAC business day following opening of bids. Bids will be considered non-responsive if the compliance requirements are not met. Compliance requirements are outlined in the project specification. The contractor's compliance with Minnesota Statute, Section 473.144 and Minn. Rules 5000.3520 shall be based on its implementation of the equal opportunity clause, specific affirmative action obligations required by Minn. Rules 5000.3540, and its efforts to meet the goals established for the geographical area where the contract resulting from this solicitation is to be performed. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from contractor to contractor or from project to project for the sole purpose of meeting the contractor's goals shall be a violation of the contract, Minnesota Statutes, Section 473.144 and Minn. Rules 5000.3520. Compliance with the goals will be measured against the total work hours performed. The contractor shall provide written notification to the Compliance Division of the Minnesota Department of Human Rights within ten (10) days of award of any construction subcontract at any tier for construction work under the contract resulting from the solicitation. The notification must list the name, address, and telephone number of the subcontractor, employer identification number, estimated dollar amount of the subcontract, estimated starting and completion dates of the subcontract, and the geographical area in which the contract is to be performed. Each bid shall be accompanied by a "Bid Security" in the form of a certified check made payable to the MAC in the amount of not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the MAC, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the MAC, withdraw its bid for a period of (70) days after the opening of bids, and, if awarded the Contract, will enter into a contract with the MAC, and in connection therewith, give Performance and Payment Bonds as required by law and on forms furnished to the Contractor by the MAC. In the event the Bidder fails to enter into a Contract, the amount of the certified check will be retained or the bond enforced by the MAC. The Bid Security of the three (3) lowest bidders will be retained until the contract is executed, but in no event longer than (70) days. The Bid Security of the lowest responsible bidder shall be retained in any event until the contract is executed and Payment and Performance Bonds furnished as herein provided. The bid of the lowest responsible bidder, provided said low bidder has made a good faith effort to meet the TGB contract goal, will be accepted on or before the expiration of (70) days after the date of the opening of bids. The MAC, however, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies. |
