Description

Single Stream Curbside Collection and Disposal of Acceptable Recyclable Materials, (the "Services") for Mercer County. MCIA intends to award and enter into an agreement for the Services for two (2) years with three (3), one-year renewal option years. Bid prices are required for all five (5) years commencing on January 1, 2024. The Contractor shall be responsible for the curbside collection of acceptable recyclable materials at all collection points in the designated municipalities and disposal of the acceptable recyclable materials collected as described in the Bid Documents. The Contractor shall be responsible for supplying all necessary equipment to be used in the collection operation as specified in the Bid Documents. The Municipalities in which the services are anticipated to be provided are Ewing Township, Hamilton Township, Hopewell Borough, Hopewell Township, Lawrence Township, Pennington Borough, Princeton Borough, Robbinsville Township, City of Trenton (Residential and Commercial), and West Windsor Township. Bids must be submitted in writing utilizing the forms furnished by the MCIA in the Bid Specifications. Bids must be enclosed in a sealed envelope with the name and address of the bidder, the words "Bid for Single Stream Curbside Collection and Disposal of Acceptable Recyclable Materials for Mercer County, New Jersey," and the address, MCIA, 80 Hamilton Avenue, 2nd Floor, Trenton, New Jersey 08611, all clearly marked on the outside of the envelope. Bid submissions shall be provided in digital format on a USB Drive along with an original and one (1) copy, with both the original and copy being submitted in hard copy format, of properly signed bid proposal forms as required. The original should be stamped "original." Bids must be accompanied by a bid security in the amount of 10% of the Bid or $20,000 whatever is the lowest. The Bid Security shall be in the form of a certified check, cashier's check, or bid bond payable to the MCIA. All bid guarantees shall be accompanied by an executed consent from an approved surety company licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance Bond upon award of the agreement. Bidders are required to comply with the affirmative action and non-discrimination provisions of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq. and, where applicable, the requirements of N.J.S.A. 34:11-56.25 et seq. and N.J.S.A. 40:37A-55 et seq. with respect to the payment of prevailing wages. In accordance with the New Jersey Local Public Contracts Law, the MCIA reserves the right to reject any or all bids in accordance with N.J.S.A. 40A:11-13.2, waive any minor or immaterial discrepancies, technical omissions, and non-material exceptions in accordance with applicable law, and to accept the bid of the lowest responsive and responsible bidder.
