Description | The project includes, but is not limited to: 1. Installation of approximately 8,000 linear feet of 8-inch to 24-inch sanitary sewer by open-cut excavation and/or jack and bore 2. Rehabilitation of approximately 6,000 linear feet of 16-inch to 24-inch sanitary sewer using cured-in-place pipe lining 3. Installation of approximately 4,000 linear feet of 18-inch sanitary sewer force main by open-cut excavation and construction of associated sanitary sewer pump station 4. Installation of approximately 900 linear feet of new water main. 5. Associated work, including new manholes, manhole rehabilitation, trench and roadway pavement, traffic controls, and utility abandonment and relocation. Time of commencement of the Work and Contract Times for completion shall be in accordance with Article 4 of the Agreement and Section 01 13 13 Milestones Prospective Bidders obtaining Bidding Documents from the website will be registered as plan holders. The designated website will be updated periodically with addenda, lists of registered plan holders, reports and other information relevant to submitting a Bid for the Project. All official notification, addenda, and other Bidding Documents will be offered only through the designated website to registered plan holders. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Project is to be funded in part by the Massachusetts Clean Water Trust (the Trust). This project is subject to the following requirements: 1. All Law and Regulations under M.G.L. c. 30, 39M 2. A Bid Security in the amount of 5% included with the Bid Proposal. 3. The Department of Environmental Project ("DEP") has developed the Diesel Retrofit Program in response to increasing public health concerns with emissions from diesel engines and vehicles. All project proponents must comply with the DEP's Diesel Retrofit Program. Bidders must sign and submit the attached STATEMENT OF INTENT TO COMPLY with their bid. Each Contractor and its Subcontractor (s) must sign and email the attached DIESEL RETROFIT PROGRAM CONTRACTOR CERTIFICATION form to the DEP DMS project engineer, within 10 days after the contractor is awarded. 4. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the contraction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBE's. The two low bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). 5. Minimum Wage Rates as determined by the Execute Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 top 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the DavisBacon Act also apply to this project.
